Service Facts Financial Assistance for Families What Is It? Financial assistance programs support families in meeting the special needs related to having a family member with a disability living at home. Such assistance may prevent or delay out of home placement of the family member with a developmental disability or to facilitate the reunion of families whose family member is already out of home. Who Provides These Services? Family Support Program began in 1993 when the Missouri Legislature passed HB 330 to provide financial assistance to Missouri families who have children with developmental disabilities living at home. This program was created to help maintain and enhance family care giving. The assistance is available in two forms: Stipends: Stipends are awarded to families either on a monthly basis for a ten month period, or families are given a one time amount often referred to as a "grant." These are available to families with children under age 18 who have a developmental disability and live in their family home. There are income restrictions. Stipends/Grants are to be used for any good or service that benefits the child and his/her family. Families must reapply annually. Low Interest Loans: These are for families with children of any age who have a developmental disability and live in their family home. The loans can be used for any service or goods that benefit the person and his/her family. Repayment of the loan may not exceed 60 months. Families may only receive one loan at a time.

Missouri's Autism Program Community-Based Services Sara Jian Lopez Medicaid Waiver The Sara Jian Lopez Medicaid Waiver allows access to funding for appropriate care and support for children with developmental disabilities so they may continue living at home with their families. Medicaid guidelines require parental income and resources be considered for children who live at home, but allow such income and resources to be disregarded for children who live out of the home, in an institution, a group home, or in other residential settings. The family of Sara Jian Lopez, who was born with developmental disabilities, lobbied the Missouri General Assembly to change some of the requirements in the Medicaid program. The waiver, which went into effect in 1996, is named after Sara, who died at the age of five. The waiver allows parental income and resources to be disregarded for permanently and totally disabled children living at home who otherwise would require services at an institution.

Missouri Partnership for Parental Assistance (MPPA) The MPPA is a statewide collaborative project funded by a four-year grant from the U.S. Department of Education to help parents become more informed and involved in their children's development and education. The MPPA promotes federal requirements for parental involvement in Title I schools. Southwest Missouri State University Child and Family Development College of Health and Human Services CFS Child and Family Development Career Preparation According to the US Dept. of Labor, child care is a rapidly growing industry "with a shortage of college educated professionals to assume positions of today and tomorrow." Because of the growing demand for professional child care, and because of the present and anticipated shortage of college graduates with expertise in child and family development, now is an excellent time to consider child and family development as a field of study. Not only can they expect to find jobs upon graduation but also higher salaries as institutions compete for the few available grads. And perhaps most importantly, child and family development specialists can have the satisfaction that they will be working with society's most important resource-children. Appendix I: Individual Analyses of State Policies Key Factors Family Foster Care Agency Policy/Regulations Missouri Policy and Procedures Manual Does the policy address foster care as a separate type of investigation? Yes. Foster care is included in the broad policy for out-of-home investigations, but a separate discussion relates to investigations in county foster homes. Is kinship/relative care addressed in the policy? The policy clearly states that it does not address reports when the children live with a relative. What agency/unit is mandated to conduct the investigation? The Missouri Department of Social Services (DSS), Division of Family Services, Children's Services Programs conducts the investigation. Investigations are conducted by a specialized unit, the Out-of-Home Investigations Unit (OHI). OHI investigates all county foster homes in which any legal status "1" children (county has custody?) are in the home, even if the child is not the child who is reported. In those cases in which biological children are reported and a legal status "1" child is also in the home, the investigation is done by OHI staff. OHI is responsible for investigations of all out-of-home settings including, but not limited to, county foster homes. As noted above, homes where children live with relatives are excluded.
