A midwest city improves access to city facilities, programs and services.
But things have changed for people with disabilities in Springfield. In 1998, a complaint was filed with the Department alleging that the city's facilities, the city utilities' main office building, and the Springfield-Greene County Library were not accessible to people with disabilities. City officials began to take a look at their facilities and services, identify barriers, and develop a plan to remove those barriers. From the outset, the city demonstrated a sincere commitment to comply with the ADA and energetically worked to find creative, cost-effective solutions to provide access for all people with disabilities.
Springfield's efforts to increase access at its many parks, including the new accessible paths to the playground equipment and picnic tables, have not gone unnoticed. Trimble is pleased with the changes and says,
Claudia Engram also has noticed the city's efforts to become more accessible. A frequent library patron, Claudia could never independently use a library. She couldn't move around, browse the books, or use a library computer because so many barriers existed. But now, the Midtown Branch Library is much more accessible and welcoming: the library has, among other things, installed additional accessible parking, widened doorways that were too narrow to accommodate someone using a wheelchair, installed Braille signage, lowered counters at locations throughout the library, installed visual alarms to notify patrons who are deaf or hard of hearing of an emergency, and developed a policy to provide sign language interpreters when needed. These changes will allow all library goers with disabilities to use the facilities independently, a fact not lost on Claudia.

English as common language of the state. Section 1. The general assembly recognizes that English is the most common language used in Missouri and recognizes that fluency in English is necessary for full integration into our common American culture. Section 2. 1. The adult basic education programs administered by the department of elementary and secondary education shall include the provision of English language services to non-native speakers who need assistance in learning English. 2. The local entity designated by the department of elementary and secondary education to offer adult basic education shall seek the assistance of local political subdivisions, community-based agencies and organizations, migrant worker groups, refugee resettlement programs, schools, churches and others in making non-native speakers aware of the availability of English language services. 3. English language services provided through the adult basic education programs of the department of elementary and secondary education may include family and home-based curriculum and programs designed to enhance the English fluency of all family members and may include programs whereby family members teach each other the English language. Section 3. 1. Subject to appropriation from general revenue, the department of elementary and secondary education shall provide grants to assist local public school districts, community-based organizations and nonprofit agencies, including resettlement programs, to provide instruction in the English language to individuals residing in the community or district who have language background other than English and who need assistance in learning English. Preference in grants shall be given to communities and districts demonstrating the most need.

Merit-based scholarships are awarded based on academic achievement or some special characteristic, skill, talent or ability. A listing of the major MU and merit-based programs is found under Academic Scholarship Programs on this web site. Need-based aid is given to students who can show they have financial need. Most financial aid is awarded on the basis of need. There are three kinds of need-based aid:
  • Grants and need-based scholarships are gift-aid that do not have to be repaid. Federal grant programs include the Federal Pell Grant and the Federal Supplemental Educational Opportunity Grant. MU and the State of Missouri also supplement the federal grant programs with their own grant programs.

The community needs to nurture its families and support their preservation through a comprehensive child care system, parent/family education programs and programs and policies to reduce domestic violence. Background:
Studies have shown that children receiving high-quality child care develop better language and social skills, perform better in school and on tests, engage in less delinquent behavior, get better jobs and need fewer social services. According to the 1995 Community Needs Assessment, child care was rated as a major need, with infant and before/after school care of greatest concern. In Boone County, 18.6 percent of the African-American population consider child care a major or moderate problem. Among other races, 16.4 percent find it a problem. Youth focus groups included in the community needs assessment emphasized lack of attention, discipline and guidance from parents as one of their main problems. This problem also ranked among the top 10 problems in ne ighborhoods (26 percent considered it a major to moderate problem). Relative to domestic violence, the Missouri State Highway Patrol reports 751 incidents of domestic violence in Boone County in 1993. Many homicides are associated with domestic violence.

of the Missouri Revised Statutes is the law that governs child custody in a Missouri divorce. There are two types of child custody that are dealt with in most divorces: legal custody and physical custody. Legal custody involves the rights of parents to have the responsibility for and the authority to make decisions related to the health, education and welfare of their children. Physical custody involves the amount of time that a child resides with or is in the care of each of the parents. When a judge awards child custody in Missouri, he or she has to consider the following custody arrangements in this order:
  • Joint physical and joint legal custody to both parents, Joint physical custody with one party granted sole legal custody, Joint legal custody with one party granted sole physical custody, Sole custody to either parent, or Third-party custody or visitation.

    What is the Midwest Student Exchange Program?
    The Midwest Student Exchange Program (MSEP) was established by the Midwestern Higher Education Commission to increase interstate educational opportunities for students in its member states. The program enables residents of Kansas, Michigan, Minnesota, Missouri, Nebraska , and North Dakota to enroll in participating institutions and their selected programs (see below for list of programs at MU) at reduced tuition levels. Students gain a more affordable opportunity to attend an out-of-state institution, while participating institutions gain increased enrollment efficiency in programs with excess capacity.
    Tuition Costs
    Actual savings through MSEP vary from institution to institution. An MSEP student at MU pays 150 percent of the institution's regular resident tuition plus any required fees. For example, University of Missouri resident tuition and fees for school year '02-'03 are $173.65 per credit hour. Non-resident tuition and fees for '02-'03 are $478.75 per credit hour. MSEP tuition and fees are $260.48 per credit hour a sizable savings over non-resident tuition. (Tuition and fees may be revised in future years.)
    Students retain their MSEP status as long as they remain enrolled in a participating degree program, maintain residency in a participating state, and make satisfactory progress toward program completion. MSEP status is revoked if a student changes to a non-participating degree program.
