About the Elections Division...
The Office of the Secretary of State administers all statewide elections for both candidates and issues. Candidates for the six constitutional state offices, U.S. Congress, the General Assembly, and circuit judges not covered by the non-partisan court plan, file for election with the Secretary of State. Statewide ballots for primary, general and certain special elections are also prepared by the Secretary of State, and certified copies of those ballots are sent to local election officials. The Secretary of State also certifies statewide ballot measures that are proposed by the General Assembly or through the initiative petition process. The full texts of ballot issues are published in the newspapers around the state and printed for display at polling places. It is also the responsibility of the office to canvas, certify, and publish election results. Missouri has over 3.8 million registered voters, which is an all time high. In the 2000 November general election, 2.3 million voters went to the polls. In addition to the statewide primary and general elections held in 2000, the first presidential preference primary since 1988 was held in March. Election officials also conducted special elections to fill vacancies in the General Assembly during 2000 and 2001.

Number 4 TIME GROWS SHORT: CAN WE AVOID BIG CUTS THIS YEAR?
As governor, Bob Holden is the first state leader forced to confront the difficulties Missouri faces in balancing the current year budget with sagging revenues. With only five months remaining in this fiscal year and a projected shortfall in the state's General Revenue Fund of at least $350 million, there are few options to choose from: withhold funds or come up with a revenue source. Since more than half of state general revenue expenditures are for K-12 and higher education, the withholding route will cause massive cuts in education funding.
The only plausible revenue proposal put forward thus far is Gov. Holden's plan to sell bonds to "securitize" the state's anticipated future payments under the Master Settlement Agreement with big tobacco producers. The legislature authorized this sale last year and provided two options. To use the more efficient option of the Board of Public Buildings—comprised of the governor, lieutenant governor and attorney general—the bonds must be backed by the state. This also requires passage of a contingent supplemental appropriation bill for tobacco securitization. If the General Assembly does not pass the bill, the governor will be forced to withhold an additional $350 million this fiscal year (which ends June 30). Because these withholdings would occur so

Statewide Standardized Testing in Higher Education
Abstract Plans for standardized testing of college students in public institutions appear to be on the rise. A proposal for testing students prior to graduation in the University of Texas System was made recently by one of the Texas regents. The idea met with faculty skepticism and pointed questions about the fairness or desirability of a standardized testing program for college-level outcomes. (See the October 6, 2000 Chronicle of Higher Education, pp A35, A38.) Peter Ewell of the National Center for Higher Education Management Systems (NCHEMS) has written that eight to ten states currently engage in standardized forced-choice testing for students in their public colleges and universities. In a careful analysis of current and past state programs, Ewell cites three main purposes: 1) certifying student readiness or achievement (individual tests of well-defined skills with consequences for individual students), 2) inducing particular kinds of institutional behavior (testing samples of students in higher level skills with the results reported on an institutional basis and used to motivate improvements in institutional quality), and 3) demonstrating accountability directly (samples of students tested in complex skills using a system-wide exam, the results presented publicly in a "report card").

Changing the Face of Education in Missouri by Monica Beglau Using technology to create classroom learning experiences that engage young learners in new ways is at the heart of the eMINTS (enhancing Missouri's Instructional Networked Teaching Strategies) program. This program is changing the face of education across the state. The goal of the program is to support Missouri educators as they integrate multimedia technology into inquiry-based, student-centered, interdisciplinary, collaborative teaching practices that result in improved student performance, increased parent involvement and enriched instructional effecti vene ss. MOREnet (Missouri Research and Education Network) administers eMINTS under a contract from the Missouri Department of Elementary and Secondary Education (DESE). Missouri Attorney General files federal lawsuit to stop Texas business from faxing unsolicited ads
to Missouri homes, businesses
Jefferson City, Mo. To combat the increasing problem of junk faxes, Attorney General Jay Nixon today filed a lawsuit in federal district court in St. Louis against a Dallas-based business that is targeting St. Louisans and other Missourians with unsolicited fax advertising. The business, American Blast Fax Inc., even advertised that it provides direct fax advertising into 125,000 St. Louis fax machines.
Nixon said the company is violating the federal Telephone Consumer Protection Act (TCPA) by sending unsolicited advertising to thousands of fax machines in homes, businesses, churches, schools, government offices in St. Louis and other parts of the state. The TCPA makes it illegal to send unsolicited advertising to a fax machine. "For anyone whose fax machine is constantly tied up as it spits out surveys, offers for discount travel packages, and — perhaps most insulting of all — ads for fax machine paper and toner, this is a blow to stop the deluge of paper," Nixon said. "These advertising faxes shift the cost of paper, toner and lost fax line availability squarely on the unwilling recipient, and that is just wrong. "These junk faxes also prevent consumers, particularly small businesses, from receiving important faxes they are awaiting," Nixon said. "Although these blast faxers will tell you that consumers can remove their fax numbers by making a telephone call, the burden should not have to be on the consumer to stop these unsolicited intrusions."

Pre-Dentistry
Pre-Dentistry is not a degree granting program. A bachelor's degree in the area of the student's choice is highly recommended by dental schools. In addition, the student must complete the courses required by the dental school and submit acceptable scores from the Dental Admission Test (DAT). Requirements for dental schools vary and some courses not listed here may be useful, so consultation with the Pre-Dental advisor is recommended. Visit the American Dental Education Association web site ( www.adea.org ) for individual school requirements. There are no dental schools in Kansas but Kansas residents can attend the University of Missouri-Kansas City School of Dentistry for in-state tuition. Prerequisites and application deadlines change. Every effort is made to keep KSU curriculum guides up to date. They are reviewed regularly and modified when changes are made at the professional schools. Advisors are diligent in maintaining regular contact with representatives from the professional schools. Because the ultimate authority on prerequisites is the professional school, students are encouraged to verify that their coursework fulfills requirements with representatives of the professional schools. Students who have taken prerequisite courses at colleges or universities other than KSU should verify with representatives of the professional schools that this coursework fulfills the requirements they intended it to fulfill. Colour too plays an important role in her work - from the warm yellows, reds and oranges of the "Insects in Amber" and the "Bees in Honeycomb" plique-à-jour bowls to the subtlety of her "Moon Jewellery", silver cloisonné enamel with amethyst. Her intricate "Amulet and Talisman" is truly an "antique of the future".
Alexandra Raphael has exhibited internationally and has received numerous national awards. She is the co-founder of the British Society of Enamellers, a professional group of jewellers and panellists.

The Clay Studio

The Clay Studio, located in Philadelpia, is a non-profit educational and arts organization dedicated to the promotion and development of the ceramic arts and the work of new clay artists. The Clay Studio supports ceramic arts through its artist residencies, gallery, studio space, school lecture series, and outreach programs.
Craft Alliance

Established in 1964, Craft Alliance is a not-for profit visual arts center in St. Louis, Missouri, dedicated to excellence in arts education and reaching a diverse public through instruction and exhibition of fine art in the craft media. Craft Alliance Education center supports more than 2,800 adults and children through instruction by professional artists in clay, drawing, fiber, glass, metal, mixed media, painting and sculpture annually.
