on Teaching, the montana education Association/montana Federation of Teaching, SchoolAdministrators of montana, and the montana School boards Association have
Major accomplishments on the teaching quality agenda:
  • The Certification Standards and Practices Advisory Council has become the lead agency for the Montana Commission on Teaching. The Council will assume the responsibilities from the Governor's office and will organize future meetings and agendas with input from the Commission.
  • The Governor's Task Force on Teacher Shortage/Salaries has worked since April to identify causes and possible solutions for Montana's current and projected teacher shortage. It is the conclusion of the task force that a teacher shortage problem does, in fact, exist in Montana and that several factors have led to this current status within the teaching profession. These include:
    • low salaries
    • recruitment efforts of other states
    • lack of induction and mentoring programs
    • retirement and post-retirement employment options for educators
    • immense workloads and preparation due to small school settings
    • remoteness
    • working conditions and other factors affecting daily teaching
    • With these factors in mind, the task force has issued a series of state policy recommendations to begin to address Montana's teacher shortage. The task force recommends that the state of Montana:

Education Montanans are fortunate to have some of the best students and teachers in America. In fact, our eighth graders earned the top scores in the country in the science portion of a recent National Assessment of Educational Progress (NAEP) evaluation. They placed second in the math section. These latest scores build on a history of outstanding performances on national exams. Our hard-working, high-quality teachers are the key to these successes; their dedication to their profession and to our children drives our education system. Moreover, our students' high test scores are a good sign that Montana's students are being prepared to meet the challenges we will face in the new millennium.
When it comes to education, though, we can never rest on our laurels. We have to continuously work together to strengthen our education system. During my time in the Senate, I have been proud to be involved in efforts that have invested more money in our schools to reduce class sizes, improve school facilities, and attract high quality teachers. Recently, I worked with my Senate colleagues to reauthorize the Elementary and Secondary Education Act in a way that addresses Montana's unique needs. I am pleased this bill provides more money for Montana's education system while increasing flexibility so local districts retain control of their schools.

    State Action for Educational Leadership Project (SAELP) Schools today are constantly changing. There is increased pressure on public schools to provide an adequate education to a student body that is more racially, economically and developmentally diverse than in the past. As schools and school districts are subject to closer scrutiny by legislatures and the general public, the need for effective school leaders is becoming more apparent. State policymakers are looking at ways to enhance the overall education improvement package by increasing the recruitment and retention of school leaders such as principals and superintendents. NCSL has joined the Council of Chief State School Officers, the Education Commission of the States, the National Association of State Boards of Education, and the National Governors Association to form a national consortium. The organizations have received funding from the Wallace-Reader's Digest Fund to help enact policies and programs to improve the quality of education leaders in the states under the State Action for Education Leadership Project (SAELP). Fifteen states including Connecticut, Delaware, Georgia, Illinois, Indiana, Iowa, Kentucky, Massachusetts, Missouri, Montana, New Jersey, Oregon, Rhode Island, Vermont and Virginia have received grants of $250,000 over two years to implement state policies to strengthen school leadership. All 15 states will be working with targeted school districts within their states to demonstrate the effectiveness of the policies implemented under the SAELP project.
