Montana
Overview
The Information Technology Plan, a biennial publication developed by the state's Information Services Division, describes Montana's present and planned telecommunications infrastructure development and programs. The plan's objectives are to:
  • Maintain and expand a state information technology infrastructure and network
  • Bring long-range information technology benefits to the people of Montana
  • Support management of state information technology resources from an enterprise perspective
  • Promote research and implementation of emerging technologies.
Legislation
1995 legislation established the Montana Blue Ribbon Telecommunications Task Force to examine Montana's telecommunications infrastructure and make recommendations before September 1996 to the legislature and governor. The task force will broadly examine telecommunications and its impact on the state and is specifically directed to consider the concept of universal science. The task force's recommendations should promote policy and legal changes to "meet customer needs, remove barriers, [and] enhance competitiveness and economic development." Four of its members come from the state legislature and eleven were appointed by the governor from telecommunications users and providers in the state.

Bill to weaken DUI law up for debate

HELENA A bid to weaken first-offense DUI penalties was slipped quietly into a bill designed to toughen DUI punishments, causing concerned lawmakers to set another hearing on Senate Bill 37 before it gets to the House floor.
A House Judiciary subcommittee amended SB 37, which increases DUI penalties, to shield first offenders from license suspension and from the conviction being public information. The new provision spurred House Judiciary Committee Chairman Jim Shockley, R-Victor, to call another hearing for the bill today.
`` We're going to hear all the complaints,'' Shockley said.
The Montana Insurance Association and the state Justice Department have voiced opposition to the amendment, which had gone unnoticed until recently. The Justice Department opposes it for several reasons, including the new language's murky compliance with federal regulations.
`` We do the dance to keep federal regulations,'' said Assistant Attorney General Brenda Nordlund. She said the provision could jeopar dize the state's commercial driver's license program and its federal highway funding.

Deregulation of State-Level Academic Program Policies stems from meetings held during August 1998 in which SHEEO executives and academic officers discussed future directions for academic program approval and review. The report describes some of the creative steps states are taking to renew and streamline program approval and review so that these processes are less bureaucratic and burdensome to institutions. Among the changes described are: (1) shifting from input to outcome criteria; (2) taking a more proactive and collaborative role in program development; (3) strengthening the decision role exercised by campus boards; and (4) deregulating the distance learning approval process.

Music educators interested in presenting Native American music traditions to their students frequently look to currently published music series for good teaching materials and strategies. Share the Music K ­ 8 , published by McGraw Hill in 2000 is one of the newly published series which have been purchased by many school systems throughout the U.S.
This article is Part 2 of a report on research conducted for purposes of identifying Native American music included in the resources for each Share the Music K - 8 grade level. Part 1, published in the Fall 2002 Cadenza , identified the types of teaching strategies suggested by Share the Music authors for presentation of Native American music to children. Also identified was the fact that of the four non-mainstream-American cultural groupings presented, Native American inclusions ranked lowest. Part 2 of this report examines the inclusion of cultural connections as well as an overview of the specific tribes identified in the materials. In conclusion, the author will suggest several implications of this study for music educators.

By PETER JOHNSON Tribune Capitol Bureau HELENA Education officials praised one Senate public school funding bill Wednesday as visionary, predictable and generous and blasted a rival bill introduced for Gov. Judy Martz as deceptive, difficult to enforce and stingy. Four Martz administration officials were the only supporters to testify for Senate Bill 323, sponsored by Sen. Duane Grimes, R-Clancy. Nine representatives of teacher unions, school trustees, the Office of Public Instruction and the State Board of Public Education opposed it at the Senate Finance Committee hearing.

The Handbook for Evaluating HIV Education Introduction
School districts across the nation have responded to the threat of AIDS by preparing students with the knowledge, attitudes, and skills they need to avoid infection with human immunodeficiency virus (HIV). In many locales, HIV-related education and infection control policies have been established, curriculum guidelines developed, and educators trained in the delivery of effective HIV prevention education. Based on a recent study of school districts nationwide, 67% required HIV education for students, 90% provided teacher preparation in the area of HIV education, and 71% reported that a school/community advisory committee had been established for the review of HIV education materials. This level of commitment to the provision of HIV education is a necessary and impressive response to the AIDS epidemic. Local HIV prevention efforts are further supported by Healthy People: National Health Promotion and Disease Prevention Objectives.
