Executive Summary of the
FY 2001-2006 Strategic Plan Statewide Conversation on the Arts

The foundation to build this plan began with four different six-member focus groups (grantees, artists, "underserved" individuals [in this case, non-grantees] and the general public). They were asked to identify the most critical issues the Arts Council should address in the 2001-2006 Strategic Plan. This research was conducted in half-hour phone interviews by ArtsMarket Consulting of Bozeman. Nineteen primary issues emerged in these conversations. These issues were then used in the Statewide Conversation on the Arts survey, asking Montanans to rank their importance on a scale of one (not important) to four (very important). Ten thousand surveys were distributed. A total of 760 responses were received. Of the nineteen issues that emerged from the focus groups, sixteen ranked above a score of three, indicating they were important for the Arts Council to address in its plan. Responses in priority order are: The three issues that ranked below "somewhat important":Establishing a brand identity for Montana Artists.Providing long-distance learning opportunities.Increasing the price of beef and wheat in Montana.

In addition, he edits a regular column on indigenous bilingual education in the newsletter of the National Association for Bilingual Education. He taught junior high school for four years in the Navajo Nation and was a school administrator for ten years in Indian schools in Arizona, Montana, and New Mexico. In 1986 he left school administration to become an assistant professor and coordinator of the Indian Bilingual Teacher Training Program at what is now Montana State UniversityBillings. Associate of Science Degree Programs Program Requirements
Course Descriptions
The Associate of Science (AS) degree is a general transfer degree. Completion of this program indicates that the student has completed a course of study equivalent to the first two years of a bachelor’s degree. This degree does not officially include a major or minor course of study. However, students complete technical competency courses which offer specialization in accounting, computers, electronics, environmental studies, or wild land. Students may also accumulate credits to transfer to another college or university. Completion of the General Education requirements satisfies the general core requirements of the Montana University System. All Montana University System institutions will accept the HCT general education core to satisfy their lower division requirements. General education courses are offered on a rotating basis.
