    Our Government The Republic of Namibia attained its independence on 21 March 1990 and was established as a sovereign, secular, democratic and unitary State. In accordance with the doctrine of separation of powers, the government is divided into three organs:
    The Executive
    The Legislative
    The Judiciary
    Each organ is responsible for a different function of the government. The legislative branch is responsible for making laws which are implemented by the executive and interpreted by the judiciary branch.
    The Executive
    The Executive is that branch of the government that sees to it that the laws passed by the National Assembly and Council are carried out. The Executive powers of Namibia vests with the President and the Cabinet. The President is therefore the head of State and government. He/she is elected by direct franchise in a national election every five years in which he/she must win more than 50% of the votes.
    The Cabinet
    The Cabinet consists of the President, the Prime Minister, Deputy Prime Minister and Ministers appointed by the President. Together, they implement the policies guided by the constitution and acts of Parliament. The Prime Minister is the Chief Advisor to the President and the overall coordinator of the Government Offices, Ministries and Agencies. Under him/her are Ministers and Deputy Ministers and their staff members who are running different Ministries. At present there are 20 Ministers responsible for Offices, Ministries and Agencies. Ministers must therefore supervise different activities in their respective government Ministries and explain these actions to the National Assembly as well as to the general public.

    The Namibian government resides in the so-called "Tintenpalast" in the centre of the capital Windhoek.
    The building dates back to the German colonial era and was officially opened in 1913. At that time the public was considerably agitated by the supposedly unfavourable location of the building at the top of a hill. It would probably be safe from a large surging crowd, people said mockingly. A cable railway should at least be built, they suggested. Soon the building received its nickname 'Tintenpalast' which means 'Ink Palace', taunting the work of the numerous pen-pushers and civil servants, employed in the administration. The name has been kept to this day.

    With the independence of Namibia in 1990, Dr. Sam Nujoma became the first president of the new country. Nujoma represents the "South West Africa People's Organisation", in short SWAPO. It led the longstanding guerilla war against the South African apartheid government, which pursued the politics of racial segregation and racial discrimination. Namibia's independence was initiated by free elections in 1989. For the first time, the black majority had the right to vote. The SWAPO emerged from these elections as the strongest political force. Following this, the legislative assembly unanimously elected Sam Nujoma president.

    History and Government
    History: The coastal regions of Namibia were explored by the Dutch and Portuguese in the 15th century, by the English in the 18th century and by German missionaries in the 1840s. In 1884, the German government claimed the settlement at Luderitz as the centre of a protectorate which extended over the whole of what is Namibia, then known as South West Africa. A major uprising in 1908 by two of the indigenous tribes, the Nama and Herero, was put down by the Germans at the cost of 100,000 lives.
    During World War I, the territory was occupied by the South Africans; they were granted a League of Nations mandate to administer the territory after the end of the war. The history of Namibia from the foundation of the United Nations in 1945 to independence in 1991 was dominated by the repeated refusal of the South African government to convert their League of Nations mandate to administer the country (which was granted after World War I) into a UN trusteeship, or indeed to recognise that the UN, or any other organisation, had a legitimate interest in the region.
    In 1977, the five Western members of the Security Council began negotiations aimed at bringing about the implementation of Resolution 435, providing for UN supervised elections. Progress was very slow, but in 1988, the South Africans and Cubans agreed to withdraw their troops from Angola (see
