Sen. Joel Johnson LR 15CA , sponsored by Kearney Sen. Joel Johnson, would propose to amend the Nebraska Constitution to permit the creation of a nine-member Nebraska Higher Education Board of Regents. Johnson also introduced LB 389 , which would implement LR 15CA if it were passed by the voters. The new board would oversee the activities of Nebraska’s public university and state college systems and replace three existing boards – the University of Nebraska Board of Regents, the State College Board of Trustees and the Coordinating Commission for Postsecondary Education. Six members of the new board would be elected by the public and two would be appointed by the governor. The governor would also serve as a voting member of the board and a non-voting student would serve as a board member.
