BUILDING RENTAL RATES 2003-04
Annually the Lincoln Board of Education reviews the rates charged to outside users for Lincoln Public Schools facilities and staff. Staff recommends the same rates used for
2002-03 for the 2003-04 school year, with the addition of North Star and Southwest high schools’ auditoriums being added at a special rate of $ 500 per event for community use. The board approved the proposed rates and provided guidelines. LEVY EXCLUSION DUE TO THE REDUCTION IN 2003-04 STATE AID
In its 2002 regular session, the Nebraska Legislature cut LPS’ state aid for fiscal years
2002-03 through 2004-05. As a part of that session’s Legislative Bill 898, it allowed the high school districts in affiliated systems to make up for the state aid loss by exceeding the statutory levy limitation. Upon a three-fourths majority vote of the high school district’s school board, the system may exceed the maximum levy prescribed by law in an amount equal to the net difference between the amount of state aid that would have been provided and the amount provided under the act. In order to make up for reduced state aid, the board discussed exceeding the maximum levy limit prescribed by law for LPS in the amount of $ 2,718,776.85 as certified by the State Department of Education, under the laws of the state of Nebraska. The board approved exceeding the maximum levy limit.

    Draft regulations on state assessments issued by the U.S. Department of Education confirm that states will be allowed to use systems that include both state and local assessments to meet the requirements of the new Elementary and Secondary Education Act (ESEA; see Examiner, Winter 2001-02). The regulations also will allow states to use commercial norm-referenced tests, provided that additional questions are added to adequately assess student progress on state standards. Regulations implementing the accountability provisions in the law will be written later this spring.
    The draft regulations presented to the rule-making committee largely repeat language from the law. They require every state system of academic assessments to:
    Though the law requires that the assessments provide useful diagnostic information about individual students, a purpose often touted by ESEA proponents, that requirement is not specified in the regulations, indicating that the Department will not insist that state exams be diagnostically useful.
