LB 314 encourages quality teachers and administrators to stay in Nebraska or move into the state for careers in the education field. "I am proud to be able to sign LB 314 today, and I applaud the Unicameral for passing this bill," said Governor Johanns. "LB 314 is an important first step forward for education in the State of Nebraska and a useful new tool in our efforts to maintain quality teachers in our classrooms and administrators in our schools." "LB 314 removes an unnecessary and cumbersome barrier to entry for qualified teaching and administrative candidates and relieves the undo burden of repetitive certification exams and procedures. In doing so, Nebraska automatically becomes a much more teacher-friendly state by recognizing the hard work and competency already achieved by candidates meeting skill criteria outlined in the bill." Now we must work to see that it is a success. By Jim Griess, Executive Director Nebraska State Education Association In mid-September, the success of launching a new Nebraska teacher salary initiative seemed as likely as launching an Edsel on a moon mission. On a 12-7 vote, members of the Task Force had voted down a proposal that would have recommended a minimum BA and Master’s degree salary for Nebraska’s teachers. The vote came on the first day of the final meeting of the Task Force, and came even though 27 other states have some sort of minimum salary. In addition, a governor’s Task Force in Iowa had just recommended the adoption of a minimum BA salary of $29,699 to $31,481 in that state for school year 2001-02. Implementing a minimum salary would have been easier had a statewide salary schedule already existed in Nebraska. But some members of the Nebraska Task Force believed that placing too much financial burden on small districts might force school closings. Plus, the Task Force did not want property taxes to bear the brunt of the burden in raising salaries to a competitive level. And simply sending money from the state to local districts without guidelines would not guarantee that the money went to teacher salaries or accomplished desired outcomes. Hope for a new salary initiative was pretty dim. To use the moon mission lingo, "Houston, we have a problem!" was the feeling of the moment.
