Advertisement OMAHA Members of a state task force looking at Nebraska's teacher shortage suggest that requirements for experienced out-of-state teachers should be loosened. People with teaching certificates from other states wanting to teach in Nebraska currently must pass a test in reading, writing and math, and finish courses in special and multicultural education. Some task force members told the state Board of Education during a meeting Wednesday night that the coursework and testing requirements should be eliminated if a teacher has at least three years of classroom experience. In addition to the three years of experience, an educator would need to have graduated from a teachers college and received a teaching certificate from another state. In short, the changes would reduce the amount of time it takes teachers from other states to get a Nebraska certificate, a move that could help combat the state's teacher shortage.

Northeast Nebraska Teacher Academy to Alleviate Substitute Teacher Shortage (Wayne)A collaboration between Wayne State College, Educational Service Unit #1 and 13 northeast Nebraska school districts is resulting in classroom experience for WSC education majors while helping to alleviate the substitute teacher shortage in the area. The Northeast Nebraska Teacher Academy (NENTA) received a grant of nearly $300,000 over a three-year period from the Education Innovation Fund (state lottery funds). The program is believed to be the first of its kind in the nation.
"We believe this is an innovative way to address the substitute teacher shortage in the area," said Dr. Paul Theobald, Wayne State College dean of education and NENTA project director. "It's a win-win situation for everyone involved." Theobald and Dan Hoesing, Laurel-Concord Public School superintendent, wrote the successful grant application last spring. Wayne State College faculty members Dr. Joe Kreizinger and Dr. Tim Sharer are co-directors of the program.
The goals of the Northeast Nebraska Teacher Academy program are to increase the number of substitute teachers, to improve availability and equitable use of substitute teachers, and to enhance the quality of instruction delivered by a substitute teacher in the participating school districts.

    R ecommendations of the N ebraska C ouncil on T eacher E ducation
    D uring the past two years, the Nebraska Council on Teacher Education has accomplished the following:
    • Revised endorsement criteria for 14 endorsements. Where there were national standards for the endorsements that represented expected performance standards for teachers, they were used as the foundation for the revisions. These revisions were placed in Rule 24 effective January, 2001.
      Revised the teacher education program approval standards to incorporate INTASC and NCATE standards as guidelines for approval. These revisions were placed in Rule 20 effective March, 2002.
      Revised teacher certification standards to include a Local Substitute Certificate and an Alternative Certification option. The Local Substitute Certificate became effective with the 1999 revision of Rule 21. The Alternative Certification option is included in a Rule 21 revision that should be in effect by January, 2003.
      Made recommendations to the State Board of Education on Recruitment, Retention, and Renewal of Quality Educators in Nebraska.

    Nebraska Partnership for Quality Teacher Education Project Activities for Years 3 and 4 Continue Rule 24 endorsement revisions. Utilize Rule 20 (Standards for Teacher Education Program Approval), National Council for Accreditation of Teacher Education (NCATE) and the Interstate New Teacher Assessment and Support Consortium (INTASC) standards to develop a revised draft of Rule 20 and Guidelines. Implement model processes for P-16 alignment of P-12 student mathematics and language arts standards and assessment with postsecondary institution admission standards and assessments so that students can make a seamless transition between secondary and post secondary education. Support statewide coordination/dialogue through a statewide meeting and an information clearinghouse. Continue the 2-year pilot of K-12 pedagogy assessments for graduating teacher education students. Teacher Education programs will use scores for program improvement information. Continue efforts in Teacher Education programs to formally review and examine content and pedagogy requirements for teacher education candidates. Support activities to enhance program and student assessment literacy and processes in Teacher Education programs. The process will include Arts and Science faculty and Teacher Education faculty. Continue the Statewide Teacher Education Project Coordinating Council (STEPCC) to ensure that all initiatives are coordinated and disseminated for maximum impact.

    Teacher Certification Teacher certification is granted by the Nebraska Department of Education after first completing endorsement requirements in one or more approved areas(s). A list of approved endorsement areas offered at UNL can be found below. Through early planning and careful selection of courses, students may integrate endorsement requirements with CASNR graduation requirements. Students interested in obtaining teaching endorsements should contact their major adviser, the chair of the teacher education committee in Agricultural Leadership, Education and Communication, or the Director of Student Services within Teachers College, 105 Henzlik Hall, for details. Endorsement in agricultural education may be obtained through completion of teaching option requirements (page 65) offered in the Department of Agricultural Leadership, Education and Communication. It is possible to complete biology endorsement requirements through a combined agricultural education-biology program. Teacher certification requires: 1) at least two years recent full-time employment or the equivalent in accumulated part-time employment in agriculture/agribusiness occupations, at least one-fourth (25 percent) of which must be in production agriculture; or 2) at least one year of full-time agriculture/agribusiness employment or the equivalent in accumulated part-time employment and 360 or more hours of employment in agriculture/agribusiness occupations under the direction and supervision of a qualified and approved agriculture education educator, at least one-fourth (25 percent) of which must be in production agriculture. Students entering the student teaching professional block must have a minimum cumulative GPA of 2.50 and have successfully passed the skills test.
