Part 1 - Descriptive Section Introduction The Netherlands Antilles is a group of five islands in the Caribbean Sea. Two, Curaçao and Bonaire, are situated near the coast of Venezuela, and the other three, St. Maarten, (St. Martin), St. Eustatius and Saba are situated near the United States Virgin Islands. It has a geographical area of 960 km and has approximately 209,000 inhabitants. The capital of the country is Willemstad, located in Curaçao. As a group of islands they are fully autonomous in internal affairs and constitutionally equal with the Netherlands. The Netherlands, the Netherlands Antilles, and Aruba are equal partners in the Dutch Kingdom. The political structure of the Netherlands Antilles is a parliamentary system and has two governmental levels. Besides a central government, there are five island governments that deal with the local island affairs. The Netherlands Antilles as a constitutional unity is described as "country". Tourism, petroleum transshipment, and offshore finance are the mainstays of this small economy, which is closely tied to the outside world. The islands enjoy a high per capita income and a well-developed infrastructure as compared with other countries in the region. Almost all consumer goods are imported, with Venezuela, the US, Europe and Japan being the main suppliers.

Private initiative has taken over the market, due to the fact that the island government has assumed an attitude of expectation over a long period of time. Even though adult education activities did take place, it was continuously done on an ad hoc basis. The following can be identified as basic learning needs:
  • Total personal initiatives and general development Continuing Education Forms of courses for staff personnel and members of organizations Parenthood courses Courses for immigrants to promote integration into the community
  • The various target groups are, among others: members of organizations, parents, the unemployed, the illiterates, and immigrants. An important objective is to stimulate the synchronization in the field by means of structural policies. This will require less implementation work, and more policy work. A reorganization process has been started in order to help make this a reality.

    The island culture has its roots largely in African, French and Dutch influences, though scores of more recent immigrants, many of them from Haiti and the Dominican Republic, have added their own elements to this multicultural society. The tourist boom of the past few decades has resulted in such an influx of job-seekers from elsewhere in the Caribbean that only about 20% of all residents were born on the island. Dutch is the official language, though in practice English is the first language spoken, Dutch the second. Most island-born people are multilingual and can speak English, French and Creole. There's also a sizable Spanish-speaking immigrant community, mainly from the Dominican Republic.

    History
    Because of its many salt ponds, Amerindians called the island Sint Maarten shares with St Martin 'Soualiga,' meaning 'Land of Salt.' According to popular belief, Columbus 'discovered' the island in November 1493 and named it in honor of Bishop St Martin of Tours. However, some historians now think the island Columbus chanced upon that day was the more southerly Nevis and that he never actually sighted St Martin. At any rate, it wasn't until 1631 that the first colonization attempts were made, with the Dutch settling at Little Bay and the French in the Orleans area. In 1633 the Spanish (who had claimed but not colonized the island) invaded the island, deporting all 128 inhabitants. The Spanish reinforced a fort that the Dutch had started and then built a second fort. In 1644 an attempt to retake the island was led by the renowned Dutch colonizer Peter Stuyvesant, who lost a leg to a cannonball in the fighting. Although the Dutch assault was unsuccessful, four years later the Spanish reassessed their interests in the region and simply left on their own. Both the Dutch and French hastily moved back and agreed to share the island, signing a partition agreement in 1648 that was to be repeatedly violated. During the period from 1670 to 1702 the French controlled the entire island. In 1703 the Dutch invaded from St Eustatius and then deported any French settlers who refused to leave.

    Poor soil and aridity saved the island from plantation economics and the slave trade. Instead the Dutch left the Arawaks to graze livestock on the parched landscape, using the island as a source of meat for other Dutch possessions in the Caribbean. The British arrived in 1805 during the Napoleonic Wars but sailed into the sunset in 1816. Less than a decade later, the first of Aruba's three economic booms took place when gold was discovered near Balashi. A flood of gold-hungry immigrants arrived from Europe and Venezuela, and mining continued right up until 1916. The new level of independence came close on the heels of a severe economic downturn, prompted largely by the closure of Aruba's oil refinery. Having exhausted the real gold and refined the black gold, the Arubians turned to tourism to bankroll their future. Investment in the island's tourist infrastructure has been little short of phenomenal, and Aruba now boasts over 6000 hotel rooms and over three quarters of a million visitors each year. The refinery reopened in 1991, but tourism is now very much the mainstay of the island's economy. Despite the economic autonomy enabled by the tourist boom, plans for full independence in 1996 were shelved. The Dutch maintain responsibility for the island's foreign affairs and defense and continue to support Aruba's economy.

    The Kingdom of the Netherlands consists of the Netherlands proper and the Caribbean islands of the Netherlands Antilles and Aruba. The name refers to the low-lying nature of the country. Many areas in the north and west (more than 25 % of the total area), are below sea level. Due to the low level the Netherlands has been plagued by flooding throughout its history and the Dutch have had to fight a constant battle against the sea, culminating in 2 gigantic engineering projects: the Zuyderzee and Delta Projects. The Zuyderzee works consist of the reclamation of four polders and the construction of a broad Barrier Dam transforming the inland sea called Zuyderzee to the lake IJselmeer. The final part of the Delta project, the storm surge barrier south-west of Rotterdam was completed in 1997.
