M. W. Schofield, Assessor Business Personal Property WHAT IS PERSONAL PROPERTY? According to Nevada Revised Statutes, all property that is not defined or taxed as "real estate" or "real property" is considered to be "personal property." Taxable personal property includes manufactured homes, aircraft, and all property used in conjunction with a business. Business personal property is taxable whether it is owned, leased, rented, loaned, or otherwise made available to the business. The taxation of business personal property has been in effect since Nevada became a state in 1864. Nevada Revised Statutes, Chapter 360-361, provide for the taxation of all property, unless specifically exempted by law. WHAT TYPES OF BUSINESS PERSONAL PROPERTY ARE EXEMPT FROM TAXATION? Property that is exempt from taxation includes business inventory held for resale, consumable supplies, livestock, boats, and personal household belongings. The exemption of household goods does not extend to personal property or furnishings rented or leased to another party or rented in conjunction with the rental of a dwelling unit. Motor vehicles required to be registered with the Nevada Department of Motor Vehicles and Public Safety are exempt from the property tax, though subject to a governmental service tax. No data submitted at this time. V. Family Leadership and Resource Management University of Nevada Program Title: Parent To Parent Home Visitor Program Description. Audience: The target audience is families referred to the program by Community Health Nurses because of their heightened potential for child abuse and neglect. These families often have multiple problems and need comprehensive education and services, including supplemental parenting education and support, in order to increase healthy, effective family functioning. Evaluation : Three strategies are being used to evaluate Healthy Generations. To examine the impact of the program in preventing child abuse and neglect, evaluation using Child Protective Services child abuse and neglect data have been reviewed and show that none of the families who have been involved in the program to date have had a substantiated child abuse incidence report. Outcome: This result was compared to a control group of families receiving home visitation by Health Department nurses, but without a home visitor volunteer. Results indicate that while the program families have a 100% non-substantiation rate, the rate for the control group is 94%. Second, telephone interviews with families and volunteers are conducted annually. Results indicate that all of the families and volunteers reported being satisfied to extremely satisfied with the program, are very positive about the visits, and highlight the support and friendship that had developed. Finally, content analysis of volunteer visitation logs indicates examples of improved parenting skills and positive changes in child development and behavior. Several parents have obtained their GED, enrolled in the community college, and learned vocational skills as a result of the efforts of volunteers.

WASHINGTON, DC 20006 August 11, 1980 MEMORANDUM FOR HEADS OF AGENCIES SUBJECT: Prime and Unique Agricultural Lands and the National Environmental Policy Act (NEPA) The accompanying memorandum on Analysis of Impacts on Prime or Unique Agricultural Lands in Implementing the National Environmental Policy Act was developed in cooperation with the Department of Agriculture. It updates and supersedes the Council's previous memorandum on this subject of August 1976. In order to review agency progress or problems in implementing this memorandum the Council will request periodic reports from federal agencies as part of our ongoing oversight of agency implementation of NEPA and the Council's regulations. At this time we would appreciate receiving from your agency by November 1, 1980, the following information:
  • identification and brief summary of existing or proposed agency policies, regulations and other directives specifically intended to preserve or mitigate the effects of agency actions on prime or unique agricultural lands, including criteria or methodology used in assessing these impacts.
