AB 603 added a provision to the existing public utilities law that allows the Public Utilities Commission to assess fees from telecommunications providers to maintain the availability of telephone service throughout the state. 1995 Nev. SB 204 appropriated $8 million from the general fund to purchase computers and provide related communications services (including Internet access) to Nevada universities, colleges, and K-12 schools, and to increase the use of interactive video for education. 1995 Nev. Sierra Nevada bighorn sheep are awe-inspiring spirits reminding us of an era when their mountain realm was completely untouched and untamed. These wild sheep are a unique form of bighorn-found only in the southern and central reaches of California's Sierra Nevada. But as we enter the 21st century their survival is at stake. A successful program to reestablish the bighorn in historic ranges and increase their numbers began in 1979. Initially the newly established populations increased. But during the 1980s changes occurred that ultimately caused population declines across the range and forced the suspension of the program. During that decade, mountain lion predation on these sheep increased steeply. This had both direct and apparent indirect influences on these sheep herds. By 1995 just 100 of the sheep remained scattered in five isolated locations. Sierra Nevada bighorn were so dangerously close to vanishing that state and federal governmental agencies recognized the emergency. A series of extraordinary actions took place. In the spring of 1999 the California Fish and Game Commission classified these sheep as a California endangered species in response to a petition our foundation filed.
