Connecticut:
Connecticut's State Board of Education adopted a state policy on School, Family, Community Partnerships on August 7, 1997 based on the National PTA's National Standards for Parent/Family Involvement Programs. Connecticut's General Assembly passed a law in 1997 (Public Act 97-290) which was intended to foster meaningful partnerships among schools, families, and communities to enhance student learning. It stated that ALL local and regional boards of education were required to develop, adopt, and implement written policies and procedures to encourage parent-teacher communication by September 1, 1998. The Connecticut Department of Education along with community partners including the Connecticut PTA, put together a packet to help local boards of ed comply with the law. The packet contained a sample policy, the six standards in detail, an overview of the law, and procedures and agreements that had been developed in school districts around the country, as models for communities to use. This policy and law impact 1,068 public schools including 645 elementary, 163 junior HS/middle schools, 163 high schools, and 17 vocational/technical schools, serving 545,619 public school students.

(Sexuality, Health and Responsibility Education) Program including policies, program management, staff development, supervision of classes, public relations, budget functions, and program evaluation. EXEMPLARY DUTIES/RESPONSIBILITIES
Supervises instruction for gifted education and sex education at all elementary, middle school and high school levels; establishes goals and objectives for the operation of the program, is responsible for selection of professional and certified staff, including recruiting and interviewing prospective teachers; makes teacher assignments and on-site visitations; arranges for substitutes and maintains attendance records; evaluates teachers and other staff as assigned. Directs staff in the development of district curriculum, provides training including in-service for all program teachers; confers with staff on teaching strategies; conducts needs assessments; makes recommendations for program changes; develops annual program evaluation for parents, students and staff and reports the results to the Assistant Superintendent. Communicates with staff, students, teachers, administrators, and parents concerning the programs. Prepares district budget, reviews and approves all purchase orders, monitors expenditures and orders supplies. Evaluates budget needs and resources and develops priorities; locates and develops grant sources; monitors fund raising activities.

    Parent Education Programs
    The Parent Education department addresses the needs of parents, families and youth, and the professionals who serve them. The primary focus of the department is on teen pregnancy prevention.
    The Positive Choices, Positive Futures (PCPF) program is an Adolescent Family Life Demonstration project partially funded by the federal Office of Adolescent Pregnancy Prevention.
    • The program is targeted to parents with children between the ages of 8 and 16.
    • Workshops help parents talk to their children about sex, love and values and are taught by certified PCPF instructors.
    • All parents and anyone who works with children are welcome to attend these free workshops.
    In order to overcome the barriers that many parents face in attending workshops, such as: time, child-care transportation, and convenience, the department initiated a new approach in 2001 that tripled the number of parents attending.
    • An interested parent offers to host the workshop in her/his home and invites at least five other parents.
    • Provides refreshments.
