HSLDA News December 18, 2002 Nevada State Board of Education Passes New Homeschool Regulations The Nevada State Board of Education met on Saturday, December 14, and approved MOST but not all of the changes to the homeschooling regulations proposed by Nevada homeschoolers. Read the new regulations at: http://www.hslda.org/hs/state/nv/nvhsregs2002.pdf (Requires Adobe Acrobat Reader This was a great relief to three families from Goldfield, Nevada, whom Child Protective Services had expressly threatened with removal of their children unless they signed their county's homeschool paperwork (in accordance with the old regulations). They signed their county's forms under protest and with the express condition that any agreement they entered into would be binding only until the State Board amended the regulations. Home School Legal Defense Association is pleased with the changes that were enacted by the State Board of Education. We were, however, surprised and disappointed at the last-minute objections that kept us from improving the law governing homeschool consultants. Nevada is one of only two states in the country that legally require a consultant for new homeschoolers. In the other 48 states, local support groups voluntarily give new homeschoolers a helping hand, with excellent results. The consistent experience of other states proves that there is no need for a law mandating consultants for new homeschoolers. HSLDA is committed to work together with Nevada's homeschool organizations to repeal the consultant law sometime in the future.

Twelve Years of Education Reform: The Dismal Track Record The fate of public education reform efforts in Nevada over the past 12 years bears out this judgment, as those who have tried to change the system have time and again seen reform measures watered down, ignored, not properly implemented, repealed, and mired in turf battles and power struggles. Statewide Education Goals This Blueprint for Educational Excellence was approved by the State Board of Education. An early attempt at developing a strategic plan, this document included 40 policy initiatives to be accomplished by the Board to improve education. Current Status: Class-Size Reduction Current Status: Legislation creating a statewide class-size reduction program was enacted in 1989. Additional legislation passed in 1991, 1993, and 1995 set specific targets and providing continued funding. To date, evaluations of the program by the Department of Education show mixed results. (See entry for 1989, below.) High School Graduation Requirements The State Board of Education increased the number of units required for graduation from high school to 22.5 from 20. The board took this action in response to the 1983 report

Most Nevadans know the names and faces of the politicians who pass the education laws in the state, but know little about the people who put lawmaker ideas on paper and see to it they come to life.
Far from the public eye, Jeanne Botts has been one of those behind-the-scenes players in Nevada for the past 15 years. Winding her way through the insurance and budget divisions, Jeanne has been a key figure in education funding for the past decade.
"No one is more knowledgeable about education finance and education in general than Jeanne," said Senate Majority Leader Bill Raggio, R-Reno. "I would rate her integrity as the highest and as a legislator I've relied on her heavily. She did not ever try to force her views; she took direction and she worked from there. It's almost like a delight for her, she just loves working." Jeanne's last job with the state was chief analyst for educational accountability and program evaluation for the Legislative Counsel Bureau. She was responsible for ensuring the Department of Education and the state's 17 school districts carried out legislation and complied with budgets, statutes and regulations.

by Pat Hickey arents have demanded that schools get better. Community leaders have warned that society can ill afford for them to get any worse. And for better or worse, the push to raise academic standards and improve student test scores has clearly become a national obsession. Nevada is no exception. Current expectations could hardly be greater. Feeling enormous pressure for schools to perform better, Nevada legislators and educators are now facing the test of their lives to meet those expectations. The Nevada Education Reform Act of 1997 mandates that higher academic standards be implemented in K-12 schools throughout the state beginning in fall of 1999. The State Board of Education has already approved higher benchmark standards in English, math and science proposed by the newly formed Council to Establish Academic Standards for Public Schools. BDR No. 1: Professional Development Centers Would allocate funding for the next biennium to establish and equip four regional centers for professional development (PDCs) within Clark, Douglas, Elko and Washoe school districts. Teachers and administrators would be trained in the new standards in measuring pupil achievement and analyzing and interpreting test scores, and in teaching higher-level content areas and basic skills such as reading instruction using phonics and basic mathematic computation.

Students at this level function satisfactorily in the use of English in basic survival situations related to their needs. They still need to acquire more skills that will help them function more independently in their jobs, such as handling job training and work situations that involve oral communication skills on both a non-technical and technical level. They also need to know how to interpret written directions and other related materials. 2. ESL LOW ADVANCED CORE CURRICULUM

Continuing Education Requirements Nevada requires 80 hours of Continuing Professional Education (CPE) over a rolling two year period. The CPE is reported annually on a reporting form which includes: Name of sponsoring program
    Location of the program
Title of the program or content description
    Dates attended
Number of hours of credit claimed The Board reviews the amount of last years hours plus the year completed. The total of the hours claimed should equal a minimum of 80 hours. For example if you provided 30 hours last year, you will then owe 50 hours for the year completed for a total of 80. The following year would then require 30 hours. See example as follows: A minimum of 20 hours is due in one year. For example if you provide 80 hours last year - it does not mean you are exempt for the current year. It would require a minimum of 20 hours for the year. The following year requirement would then be 60 hours. See example as follows: Continuing Education Allowable: It is the licensees responsibility for documenting the acceptability of the program and validity of the credits. Please refer to NAC 628-210 - 628.250 for information regarding acceptable course subject areas.
