Kenny Guinn's proposed $4.81 billion, two-year budget with a look Friday at his K-12 public education funding plans. Obstacles to the governor's all-day kindergarten proposal continued to emerge, as state Department of Education finance chief Doug Thunder disclosed the $24 million budget recommendation did not include increased staffing for the plan. Responding to questions from Senate and Assembly money committee members, Thunder said the program would have to"make do"temporarily. "But it's one of those pressures that eventually we'd have to come back and request additional staffing,"he said.

An Educational Equity Team works to support learning for Nevada's diverse student body.

Overview Following is a general overview of educational reform initiatives in Nevada, with a focus on technology education and underserved populations.
Nevada has been involved with a variety of reform activities, including the restructuring of its state department of education. One of its main technological reform initiatives is the Nevada School Network (NSN), patterned after existing networks in Texas and Virginia, was designed in 1992 to be more than just an onramp to the Internet. It is seen as a vehicle to link the educational community in Nevada to kindred souls around the world. It is a statewide telecommunications network established to support and enhance teaching and learning. The network will address these goals by providing equitable and cost-effective Internet access to the Nevada educational community, thus providing a mechanism for the communication and information exchange crucial to exemplary education.

Nevada’s Remedial Education Programs
Background
Federal Title I Funds
Each school in Nevada receives a Title I allocation based upon the number of students at poverty level in the district. Upon receipt of the allocation, the district is required to pay all Title I services that are provided throughout the district, including Title I teachers’ salaries. Once all districtwide Title I services have been paid, school allocations are made based upon the number of students at poverty level in each school. The data utilized in ranking the schools is contained in the Annual Poverty Count Report (APCR). The Title I appropriation is a per-pupil amount, which is the same for all schools. Once all Title I funds have been exhausted, the remaining schools continue to be Title I eligible, but receive no funding for that year. Each year, all Title I schools are re-ranked according to the APCR and appropriations are made as noted above.

The University of Nevada, Las Vegas, (UNLV) which opened its first building, Maude Fraizer Hall, in 1957, celebrated its 45th anniversary in 2001.
UNLV is located on a 335-acre campus in the heart of Las Vegas. K-12 School Districts
Legislation and funding in several past biennia have resulted in NevadaNet connections for most rural Nevada school districts. This fall, Van Weddle and several SCS Directors
visited the fifteen rural Nevada counties to discover what effects NevadaNet and the NSN servers are having upon these communities.
Visits ranged from Esmeralda County with the smallest population of about 100 students to Elko County with 10,000 students. Nye County the second largest county in the U.S., covering 18,000 square miles uses video conferencing regularly to connect its southern and northern district offices. The challenges posed by large distances, remote school locations and dwindling budgets in rural counties are immense. The encouraging news is that the school districts use technology to enrich their programs in many ways:
  • To compensate for insufficient specialty-qualified teachers in remote locations
  • To enhance library resources
  • To reach out to remote students with online instruction
  • To bring widely separated faculty and staff together

FEDERAL SUPPORT FOR ARTS EDUCATION: U.S. DEPT OF EDUCATION Making the Case to Congress Background
In 1994, Congress broke new ground by including in federal law recognition of the arts as a core element of a substantive curriculum. This recognition has since opened the door for schools and community partners to access support for arts education though the various programs of the U.S. Department of Education (USED). Specialized USED programs and leadership in areas such as comprehensive school improvement, professional development for teachers, instruction in high-poverty schools, and after-school learning have strengthened education opportunities throughout the curriculum, including arts education.
Status
The U.S. Department of Education's K-12 programs are under review as the 106th Congress considers reauthorization and finding for the Elementary and Secondary Education Act (ESEA). With the strong public interest in education, ESEA legislation is a highly visible political issue. Historically, federal legislation has addressed the needs of special populations and provided valuable national leadership. However, the leadership role of federal education programs is currently in jeopardy.
