    Welcome to Session I of the 1999 School District Meeting. This is the so-called "deliberative session." Each of the warrant articles listed will be read and discussed, and are subject to amendment by those present. Session II, to be held on March 9, will be limited to voting on the articles on the written ballot, to include election of school moderator and school board positions. Recognition: Prior to the deliberation of the warrant articles, John Lowy will receive a Distinguished Service Award for his service to the district. Article 3: Shall the School District raise and appropriate the sum of $19,724,705 for the partial reconstruction, enlargement, renovation and equipping of the high school, said sum to be in addition to any federal, state, or private funds made available therefore; and authorize the issuance of not more than $19,724,705 of bond or notes in accordance with the provisions of the Municipal Finance Act (RSA Chapter 33); and authorize the School Board to issue and negotiate such bonds or notes and to determine the rate of interest thereto; or take any action relative thereto? Furthermore, shall the School District raise and appropriate the additional sum of $532,408 for the payment of the first year's interest on the bonds or notes authorized by this article? The second set of problems relates to space - the building is too small to handle our present and future educational program and enrollment needs. The space problem exists both in terms of core facilities and classrooms. The current core facilities (cafeteria, gymnasium and library) are all inadequate for our present enrollment. This problem will be exacerbated as the student population grows. The overall size of the building is too small for the number of people it services. It is impossible to move around the corridors without feeling extremely crowded.

    North Middlesex Regional School District Ashby Pepperell Townsend Massachusetts The North Middlesex Regional School District, serving the towns of Ashby, Pepperell and Townsend, is located in the north/central section of Massachusetts on the New Hampshire border. The three towns served by the district cover approximately 80 square miles and are located in the suburbs near the cities of Fitchburg, Lowell, Worcester and Nashua, NH. The district, which is growing in size, is fewer than 50 miles northwest of Massachusetts' capital city, Boston. Residents of the area are to be found working in a wide variety of vocations in the high technology, higher education, plastics, and paper enterprises that are prominent in the region. Fitchburg State College is located 10 miles south in Fitchburg, and the University of Massachusetts-Lowell is only twenty miles east.     The means by which states have sought to publicly evaluate their public school districts and/or individual schools vary. The following categories are included in table 1, below:
    • Student outcome - measures such as attendance/dropout rates, graduation rates, graduate plans, student/staff ratios, etc., that give added insight on school environment
    • Special populations - numbers or percentages of special student populations, whether disabled, gifted, vocational, English as a Second Language, etc.
    • School safety - statistics that go beyond reporting suspensions/expulsions to actually detailing specific crimes committed in school
    • Demographics - particularly ethnic and poverty breakdowns
    • Student performance - comparisons of results of statewide norm- and criterion-referenced tests

    In 1999 the S.C. State General Assembly approved and funded the South Carolina Partnership for Distance Education, which received much of its support from the Governor's S.C. Information Resource Council. The primary partners are public and independent higher education, PreK-12, business and industry, government, healthcare and libraries. In a predominately rural state like South Carolina, where new industry would locate if the workforce were better educated and skilled, the interest was high to improve educational opportunities for citizens in rural areas, especially places not located near a college or university.
