During that time, there have been concerns regarding overfishing and poor roe quality. This project teams a zoologist with two urchin fishermen in an effort to develop and refine techniques for improving the recruitment of young urchins to stocks and to enhance urchin growth and roe quality. In addition, the researchers are evaluating the efficiency and impacts of different harvesting methods.

Through Planning and Development, the Franklin Regional Council of Governments provides a broad array of planning services and support for municipal officials. The Planning Staff provides technical assistance in zoning and subdivision regulations, grant writing, transportation planning, land use planning, forest and farmland preservation, natural resource planning, and historic preservation. In addition, Planning and Development provides Census and other socioeconomic and land use data and Geographic Information System mapping products and services. ECONOMIC DEVELOPMENT
Planning and Development prepares and updates the Comprehensive Economic Development Strategy (CEDS) for the greater Franklin County region. The CEDS makes Franklin County towns eligible to receive Federal Economic Development Administration (EDA) funding and identifies specific economic development projects. Members of the CEDS Policy Committee and various regional agencies including the FRCOG are actively pursuing funding to support projects identified in the CEDS. The FRCOG also assists member towns and businesses with the Massachusetts Economic Development Incentive Program

Until NECSA's formation, the convenience store industry, particularly mom and pop operations, did not have a voice in many of the state legislatures in New England. In coming together as a regional association, members found they could learn from events occuring in other states. Legislative protection was the top priority of the association when it was formed and this continues to be true today.
