So I am pleased to be here today to discuss this issue with you and your colleagues. While I am honored to be the President of the American Board, I’m also very proud to be a teacher. I've been a teacher and educator for over 20 years, and I've done my share of negotiating the certification systems necessary to get my certification and then renew that certification on a regular basis. Believe me, I can understand why would-be teachers are eager to find new routes to certification. And I can also understand why you and other states are eager to find new ways to give such routes to them. Teaching in New Hampshire No Child Left Behind NCLB states that, in order to be considered “highly qualified,” teachers need to demonstrate subject matter mastery. In New Hampshire, potential teachers are asked to do this by passing two exams, known as Praxis I and Praxis II. Each state sets the minimum passing score that it will accept on these exams. According to a USDOE report, New Hampshire requires that all individuals seeking a teaching license must pass Praxis I (the basic reading, writing, and math test) to demonstrate proficiency. Praxis I assesses skills at about the 8th grade level at the 30th percentile. Is that considered “highly qualified?” Perhaps. Should we be asking more of our teachers? Definitely.

This legislation marked the beginning of organized public education in the state. Under the guidance of the commissioner, teacher institutes were inaugurated. These institutes brought teachers together over a period of a day or two to discuss common issues and listen to speakers on a variety of educational Back to Topics. Since most teachers at the time had very little training, the meetings were valuable because they enabled teachers, usually isolated in single-room schoolhouses, to share their problems and offer one another support. By 1853 the institutes had become very popular and teachers were beginning to develop a sense of professionalism. At that year's meeting a suggestion was made that a state association for teachers be formed. The next year an invitation was issued to teachers throughout the state. It read in part: It is hoped and expected to give birth to an association that may exist and do good as long as teachers and taught have one duty left, one bond of interest to unite them . . . In the association no party stripes or sectarian division can enter. Its platform will be as broad as science, humanity, and truth.

English as a Second Language (ESL) teachers must have special preparation to teach English to non-native speakers; being a fluent speaker or an effective teacher of English to native speakers is not enough. Just as teaching mathematics or French requires special knowledge and skills, teaching English as a Second Language does also. This Digest outlines some of the relevant issues concerning ESL teacher certification: profiles of students needing ESL instruction, reasons for considering certification, academic preparation needed to teach ESL, and a description of state requirements for certification. WHO NEEDS AN ESL TEACHER? Estimates based on the 1980 Census indicate that in 1980-81 at least three-and-a-half million school-age children in the United States lacked the English language skills needed to succeed in school. These children, whose native language is not English, generally fall into two groups. The first, limited-English-proficient (LEP) students, speak, understand, and may read and write English, but not well enough to keep up academically with their native English-speaking peers. The second group, non-English-speaking (NES) students, do not speak or understand English and may have no literacy skills in their native language. This factor complicates attempts to teach them English.
