Goals for Students Affected by September 11 th
After the events of September 11 th , Fairleigh Dickinson University (FDU) student James Della Bella’s dream of becoming a psychologist seemed unrealistic, as life turned upside down for him and his family. Following the loss of his mother, who worked at the World Trade Center, James wanted life to regain some sense of normalcy, but the reality of returning to college seemed unlikely as he faced a new financial burden. With the help of a unique fund administered by the Independent College Fund of New Jersey (ICFNJ), James is back on track and encouraging other students victimized to apply for funding. "After September 11 th , I had enough to deal with without worrying about how my family was going to pay tuition costs and other expenses," said Della Bella. "This fund has provided a sense of security for me and my family, by helping to soothe our anxieties of financial uncertainties for my education. The HEM staff has been considering pulling these listings. The main reason is that as homeschooling becomes more widely accepted, and as states are scrambling to reform their education system, the situation becomes more complex. This makes overviews, listings and rankings less valid. We have, however, decided to keep these listings in place because they carry, at a minimum, a link to your state government. Additionally we hope reading cited code and at least one homeschooler's interpretation will help start to demystify legislation and encourage you to investigate further. When talking to new homeschoolers we often hear concerns about the law. Is homeschooling legal? Who do I have to notify? What do I have to teach? While the legalities are a concern that should not be ignored, neither should our response be automatic and not thought out carefully.
There is no single source, no one true homeschooling authority. We all own the responsibility to think through laws and regulations on homeschooling. Of course you'll find those who disagree - an entire industry has grown up around the fact that there are differences of opinion on homeschooling's legal matters. What we offer here are overviews of laws and regulations compiled by knowledgeable homeschoolers. These files are not legal advice nor the final word on the subject. They are simply a starting point. To maintain our freedom to homeschool we will each need to go far beyond any convenient compilation or synopsis. We need to continue to do our own learning, lead our own research, and decide on our own actions.

On Friday, May 14, 1999, Governor Christine Todd Whitman signed the Liquefied Petroleum Gas Education and Safety Board bill. This was big news for the industry! The LPG Education and Safety Board is a partnership between industry and government. The idea for the Board was conceived by members of the New Jersey Propane Gas Association in response to the many regulatory bodies with oversight of the industry. In the mid-nineties, the Department of Labor indicated that they were considering assessing fees and creating new weights and measures laws with fees. There were some concerns as to the uniformity of these regulations and how they might be applied as well as the fact that this meant more oversight and higher costs. At that time, representatives of the industry requested an advisory board to allow for some input into regulations before they were implemented. The LPG Education and Safety Board is the result. The Board was established with powers to adopt rules affecting the storage, handling and distribution of liquefied petroleum gas. The Board is also empowered to establish and enforce licensing standards for liquefied petroleum gas distributors and to develop programs to promote the safe use of liquefied petroleum gas.
