HSLDA News June 26, 2002 New Jersey Home School Family Charged With Truancy Parents in New Jersey may legally choose to home school their children rather than send them to public school. According to published guidelines by the New Jersey Department of Education, parents are not required to notify school officials of their intention to home school, yet the Bryant family (name changed to protect family's privacy) has been charged with truancy for failing to do so. For the past three years, Mrs. Bryant has been home schooling her four children. On April 17, 2002, a truant officer visited her home and asked why her children were not in school. She explained that she educated her children at home. The officer demanded that she register her home school with the local school district and left. Two days after the truant officer's visit, Mrs. Bryant notified the superintendent that she was educating her four children at home. The superintendent responded to the notice with a letter, confirming the home instruction and asking her to retain his letter for her records. His letter also requested that she notify his office in September of each year that she decides to home school. Unbeknownst to either Mrs. Bryant or the superintendent, the truant officer and the principals from the children's schools filed a truancy complaint against her. The summons was not served until after Mrs. Bryant received the superintendent's letter.

    Prevent Child Abuse
    New Jersey Chapter, Inc.
Newark, New Jersey Prevent Child Abuse-New Jersey (PCA-NJ) is a statewide agency that brings family support and parent education programs to local communities. The agency is serving as a facilitator for parental assistance by bringing together three nationally recognized family support programs Parents as Teachers (PAT), Effective Parenting Information for Children (EPIC), and Teens Effective as Mothers (TEAM) to local communities. The programs serve families with children ages birth to five years. Through 16 locations, approximately 2,500 families (over a four-year period) will be provided with the necessary tools to effectively teach and nurture their children. Over half of these sites are to be in communities of "special needs school districts" New Jersey's most severely educationally and economically disadvantaged regions. The Prevent Child Abuse program emphasizes the need to strengthen the family unit which plays an important role of ensuring that children receive intellectual stimulation, nutrition, shelter, love and nurturing, safety, healthcare, and instruction to become contributing citizens. PCA-NJ will strengthen family units by providing the following programs to local communities:
  • Parents as Teachers (PAT)
PCA-NJ is using this grant to establish 3-6 new sites for the PAT program to help 180 families increase their knowledge about child development and learn effective parenting skills. This will include connecting parents to school activities, screening children for developmental delays, and building parenting skills through training, workshops, and home visits.
