Division Administrator
The Division Administrator is the principal representative of the Federal Highway Administration (FHWA) and is responsible for administering the total Federal-aid highway program in the State. The Division Administrator is responsible for providing leadership and guidance to State and local officials in identifying surface transportation needs and related priorities which, when implemented, carry out national transportation and safety program goals. The Division Administrator is responsible for establishing Division office objectives, priorities and timetables that will meet the agency's goals and maximize available staff resources and funding. The Division Administrator has total authority to commit Federal-aid funds for highway programs and to ensure that programs and projects using these funds comply with applicable Federal and State laws, regulations and policies. Assistant Division Administrator
The Assistant Division Administrator shares responsibility with the Division Administrator for the operation of the Division office. In the absence of the Division Administrator, the Assistant assumes the duties and responsibilities of the Division Administrator for administering the Federal-aid program in New Jersey. About the Series
ssessing the New Federalism is a multi-year Urban Institute project designed to analyze the devolution of responsibility from the federal government to the states for health care, income security, employment and training programs, and social services. Researchers monitor program changes and fiscal developments, along with changes in family well-being. The project aims to provide timely nonpartisan information to inform public debate and to help state and local decision-makers carry out their new responsibilities more effectively. The income support and social services studies look at three broad areas. Basic income support for low-income families, which includes cash and near-cash programs such as Aid to Families with Dependent Children and Food Stamps, is one. The second area includes programs designed to lessen the dependence of families on government-funded income support, such as education and training programs, child care, and child support enforcement. Finally, describe what might be called the last-resort safety net, which includes child welfare, homeless programs, and other emergency services.

Mission Driven The Institute for Not-for-Profit Management (INM) was founded in 1975 to significantly increase the managerial capacity of not-for-profit organizations. INM provides a unique service to the community. Most managers of not-for-profit organizations have developed the technical expertise required for their fields of service, but have had no formal management education. In matters of business, they are largely self-taught. The need for advanced management tools has always been great, but is especially critical in the current economic environment. Most graduate-level management programs are full degree programs, demanding larger financial and time commitments than executives can afford to make. Financial Resource Management Advisory Committee
In 2001, Rutgers Cooperative Extension established the first of three statewide advisory committees, the Financial Resource Management Advisory Committee. Statewide advisory committees were established in 2002 for the food and nutrition and human development subject matter areas. The objective of these advisory committees is to obtain input on Extension educational programs and to foster collaborations and partnerships to increase program outreach and impact.
The Financial Resource Management Advisory Committee consists of over 30 professionals in the area of personal finance and consumers of Rutgers Cooperative Extension programs and services. A variety of state and federal agencies are represented, as well as certified financial planner practitioners, volunteer financial counselors, media, bankers, credit counselors, military financial counselors, and representatives of non-profit organizations.

The New Jersey Initiative released its two publications in August, 2002 - The New Jersey Initiative: Building Management Capacity in New Jersey Municipalities and Summary of The New Jersey Initiative: Building Management Capacity in New Jersey Municipalities . The report and Summary can be downloaded from the New Jersey Initiative web site " How Effective is Town Management? " is title of an article in the February 2003 issue of the NJ League of Municipalities which focuses on this project. The New Jersey Initiative was conducted by a partnership between the Alan K. Campbell Public Affairs Institute of the Maxwell School of Citizenship and Public Affairs at Syracuse University and the Eagleton Institute of Politics at Rutgers, The State University of New Jersey. The project was funded by grants from The Pew Charitable Trusts and the state of New Jersey Department of Community Affairs. The overall goal of the New Jersey Initiative is to provide opportunities for municipalities and other levels of government, educational institutions, non-profit organizations and individuals to learn about public management systems, how they might be improved and how they can better meet the needs citizens and of those in leadership positions.
