Student Services The goal of the doctoral program in public administration at Rutgers, The State University of New Jersey, is to train prospective faculty, researchers, and public sector leaders. The program gives special emphasis on training women and minorities. The Ph.D. requires 48 credits of course work beyond the attainment of a relevant master's degree. Core classes typically meet on Monday, Tuesday, Wednesday and Thursday afternoons. The curriculum includes 9 credits in Theoretical Foundations, 9 credits in Performance Applications, and 15 credits in research methodology. Areas of possible concentration (an additional 15 credits) include productive public management; environmental policy and management; and comparative public administration and global governance, public policy analysis, and urban systems. FEMA Region II In spring of 1999, Michael J. Dabney was appointed to his current position as Director of the Federal Insurance and Mitigation Division, of the Federal Emergency Management Agency's (FEMA) Region II office in New York City, New York. In this capacity, Mr. Dabney provides management oversight and direction for a Division responsible for the implementation of a multitude of mitigation programs essential to the accomplishment of FEMA's all-hazards preparedness mission. These programs range from the age-old National Flood Insurance Program (NFIP), Earthquake and Hurricane Preparedness, Dam Safety, Hazard Mitigation Grant Program (HMGP), Flood Mitigation Assistance (FMA) to FEMA's new initiative, Pre-Disaster Mitigation (PDM) Assistance. Mr. Dabney began his Federal career with the United States Army Corps of Engineers as an architect in 1977 upon graduating "Magna Cum Laude" from Howard University with a degree in Architecture. He joined FEMA in 1979 during the Carter Administration, when his section of the Corps of Engineers was transferred to the newly formed Federal Emergency Management Agency. He has supported many critical FEMA programs including Radiological Emergency Preparedness planning; emergency facility design and construction; and various other FEMA-sponsored emergency management programs.

The Northeast Training Center (NETC) designs and coordinates Graduate School training for thirteen states and territories. We are your point of contact for courses in Connecticut, Delaware, Maine, Maryland, Massachusetts, New Hampshire, New Jersey, New York, Pennsylvania, Puerto Rico, Rhode Island, Vermont, the Virgin Islands and West Virginia.
One of our key strengths is our on-site training. Approximately 75% of our sessions are delivered on-site, reflecting your preference for customized training.
