Southern end of Route 23 intersecting Bloomfield Avenue (Route 506) in Verona, New Jersey Some people may say that America starts when you cross the Delaware River, but the gateway to America is Route 23 in New Jersey. Route 23 in New Jersey follows a northwest path through the state starting about twelve miles west of New York City. It follows a route almost three hundred years old that winds its way through the forests and farmlands of Northern New Jersey. The area's history includes the ancient home of (Leni-) Lenape and Minsi ( var. , Munsee), one of the earliest European settlements in the "New World", and the beginnings of a country now known as the United States. Today, the region is comprised of suburban communities and protected forest lands. Route 23 in New Jersey begins (or ends, depending on your viewpoint) in the community of Verona, New Jersey between the First and Second Watchung Mountains. At the Junction of Route 506 (Bloomfield Avenue), Route 23 is named Pompton Avenue. Nearby is Caldwell, the birthplace of Grover Cleveland and Orange, the location of the Thomas Edison National Historic site. Bloomfield College, Seton Hall University, Montclair State University and Caldwell College are all located in this general area. A short distance away is Eagle Rock Reservation which has spectacular views of the New York City skyline.

You'll find the famous location in Egg Harbor Township, at the intersection of Ocean Heights Avenue and English Creek Road. Take a deep breath, you have arrived at Finger Boards, New Jersey. On the map, Finger Boards is bold. In person it is vague and along-the-way. Grass and trees are its complete population. You can study it in the layout of roads, drive your car there, and learn this about it upon arrival: There is no there there. Here Begins Our Tour of Towns That Aren't
Like many names on southern New Jersey maps, Finger Boards marks a meeting of roads, a place that abides only in the breath of its name. Depending which map you consult, you will find many. They may be the titles of towns now vanished. They may be cities surveyed on the featureless earth - and forgotten. Or they may be communities whose names are unknown to outsiders. Never mind their substance in fact: On maps they still appear. A bit further out Ocean Heights Avenue, near the Hamilton Trails Country Club, we come to Thelma - a real place in a limited sense. You'll know you're there from the grass and trees.

TRANSPORTATION AND MAPS
Transportation is the moving of people and goods from one place to another and connects one place with many others. Location is an important reason why communities begin and grow. There are many forms of transportation students can identify with and each kind has played a major role in the development of communities in New Jersey. The state's location bordering two major cities —New York City and Philadelphia — and two surrounding rivers serving as harbors—the Delaware and the Hudson Rivers — has shaped New Jersey's role in the United States as a "pathway" of goods, such as food or clothing, and people. In this section students will focus on one method of transportation, the automobile, and how people have come to rely on cars every day. Through the examination and comparison of present and past New Jersey road maps students will come to realize how the construction of roads and highways reflected the prominence of cars. OVERVIEW OF ACTIVITIES

To more efficiently regulate the preservation of its wetlands, New Jersey has developed a GIS basemap accurate to within an acre. Aug 95 Level of Govt: State Function: GIS Problem/situation: To preserve wetlands, regulatory agencies need to ascertain the location and extent of the protected areas. Solution: GIS database accurate to within an acre. Jurisdiction: New Jersey By Bill McGarigle Special to Government Technology Few areas in the nation have lost more wetlands than the state of New Jersey. The major causes are a growing population, expanding development and, until recently, a lack of effective resource management tools. The problem is compounded by New Jersey's geography. According to the state's Land Use Regulation Program administrator, Ernest Hahn, "If you get any size parcel in New Jersey, you'll probably have some wetlands associated with them - there are no vast areas of the state that do not have wetlands resources, even in the hilly country of North Jersey." The state's first attempt to stem the loss of coastal wetlands was the Wetlands Act of 1970. "They passed that act," explained Hahn, "because we were having wholesale destruction of those areas as a result of houses built out on the marshes. [Developers] would just fill in the marsh and push out a new road. Everybody would get a lagoon and a waterfront lot." The Wetlands Act of 1970 required the state to completely map all coastal wetlands and create maps that could be used as a regulatory tool in screening applications.
