These groups should be exempt from the payment of New Jersey Sales and Use tax on purchases and from the collection of New Jersey Sales and Use tax on goods and food sold through the schools by the school district, school or school-affiliated group.     Synopsis of Services Publications Resources Selected Articles from School Leader As the millennium approaches, New Jersey's public schools find themselves in the throes of a facilities crisis. Growth in student enrollment, expanding technological needs and aging facilities are problems faced by school districts across the state. These problems are not unique to any geographical region or class of school system; they affect special needs, urban, suburban and rural communities alike. Calendar year 1998 saw school boards in New Jersey bring 75 bond referenda before the public for a total of $893.919 million in proposed spending, 45 of which were approved. These numbers are expected to increase in 1999 as school facility needs continue to grow. As more bond referenda are brought before the public, boards of education continue to wrestle with the issue of how to best support their passage. The techniques used by local boards to spark interest and increase voter turnout are as widespread as they are innovative. However, the board's authority to communicate with the voters is not without legal limitations. The purpose of this article is to set forth the legal constraints under which boards of education must operate in addressing their facility needs through passage of a bond referendum.     Deadline: June 28, 2002 President Bush announced the Presidential Freedom Scholarships on April 25, 2002. The program updates the President's Student Service Scholarships, which have been awarded to more than 20,000 high school students over the last five years.     Be Cool. Chill Out. Refrigerate Promptly. F or decades, product sales have reigned as the fundraising method of choice for most small non-profit organizations. However, the choice of products available to the fundraising chairperson today has grown exponentially, reading like a What's What in consumer goods. In fundraising drives across the country, the ever-popular candy, magazines and wrapping paper are found alongside everything from non-perishable cheese and sausage to light bulbs, birdseed, fresh fruit, tee shirts and scads of gift items. Now refrigerated and frozen foods - from pizza and cheesecakes to cookie dough - are gaining popularity in the parade of products sold for fundraising purposes. These products bring with them a whole new set of distribution and handling considerations. As a fundraising decision-maker, your primary goal, of course, is to conduct a smooth, profitable fundraiser. But don't lose sight of the fact that the foods sold through a fundraising drive are still intended for people to eat and enjoy, safely. "There's a misperception that foods sold for fundraising purposes are indestructible," reports Jim Messina, a New Jersey-based supplier of frozen foods for the fundraising market. According to Messina and others in the business of manufacturing and distributing frozen cookie dough, cheesecakes, pizzas and other frozen food items, the parameters for preserving these increasingly popular fundraising items are no different from products purchased from the grocer. Tom Lundeen, another frozen food supplier based in Iowa agrees, "When you buy ice cream at the corner supermarket, you don't leave it in the trunk for two days."

Recreation lease is burdensome to Covered Bridge Project results in beautiful garden for Marlboro H.S. Often a PTA relies on fund raising to get a project completed. The Marlboro High School PTA tried something a bit different. While we accepted financial donations toward our project, what we came to count on was "people power." The Marlboro High School PTA put in a small garden within the property of the facility, using the courtyard just off Alison Fox’s special education classroom. The PTA chose Ms. Fox’s class to assist us because we wanted to act as mentors for them. We wanted to let Ms. Fox’s kids know we already thought of them as "special" and felt this would be a "gift in progress." Through contributions of money for garden supplies, the PTA, along with many other friends, created a lovely, peaceful place full of beautiful flowers, birdbaths, feeders and houses, garden benches to sit on and, of course, lots and lots of color.

    Intent to Expand Liquor Licensing by Westfield Town Council Draws Strong Dissent from Public Interest Groups

PEYTON Specially Written for The Westfield Leader Also objecting to the change in the town code is the Reverend Darla Dee Turlington, President of the Westfield/Mountainside Ministerium Associates. The ordinance involves restricted liquor licenses as opposed to those that are unrestricted or traditional bar licenses. The town approved the conditional license in the 1960s in an effort to attract restaurants to Westfield. Operators of these establishments say they need a bar area not only to compete with restaurants in town but with establishments out on Route No. 22, as well. Conditional licenses allow for the service of alcoholic beverages at tables in the food service area but do not allow bars. Lounges were added a number of years ago to allow restaurants to serve beverages to patrons waiting for a table for dinner. The ordinance now before the council first came to light last year at the request of an operator in town who holds one of the restricted liquor licenses (defined as restaurant conditional licenses) in town.
