Latino leaders – HBLI seminar offers state school boards tools, encouragement
ASU’s Hispanic Border Leadership Institute (HBLI) is engaging in creative endeavors designed to educate and encourage school boards to stimulate academic success by Latino students. The institute’s seminar, “School Boards: Superintendent Leadership, Governance and Teamwork,” supported in part by the Ford Foundation, focuses on the importance of the relationship between school boards and superintendents as the most critical factor in determining how well a school system operates. In addition to Arizona, HBLI will present this seminar to K-12 school boards in Texas, New Mexico, California and Colorado in the next few months. Leonard Valverde says this project is aimed at building and maintaining a strong collaborative leadership by local school boards and school superintendents in order to attain high student achievement. “HBLI, and in particular this activity of leadership development of Latino local policy makers, is targeted on school improvement across the state and the Southwest, and pursuing it in ways not done or stressed by units within the College of Education,” says Valverde, HBLI executive director.

New Mexico Tribal Higher Education Commission
HISTORY The New Mexico Tribal Higher Education Commission (NMTHEC) was formed in the Fall of 1992 by the NM Tribal Higher Education Program Directors serving the Nineteen Pueblos, including the Jicarilla and Mescalero Apache Tribes. The NMTHEC was formed because of the problems, concerns, lack of information and the continuing retention problem. The NMTHEC was approved and given authority to speak on higher education issues through a resolution adopted by the All Indian Pueblo Council of Govenors and with the concurrence of the Apache Presidents. The NMTHEC had developed by-laws and approved Policies and Procedures. The NMTHEC is governed by elected officers who serve two year terms. MISSION STATEMENT: The mission of the New Mexico Tribal Higher Education Commission is to enhance Tribal approved education priorities and plans, to communicate and consult with Tribes, to advocate for student achievement and equitable financial consideration and to serve as a forum for Higher Education concerns.
GOALS OF THE COMMISSION
  • To assist Tribes in setting Higher Education priorities and in development of education plans.

New Mexico is a poor state and one of the lowest-performing on the measures for high school completion, retention, and graduation used in Measuring Up 2000, although the state scores relatively well on both college participation and affordability. About 88,000 undergraduate students attend public colleges, with 41% of those enrolled at the 6 four- year institutions and 59% at the 19 community colleges. The 16 accredited private institutions enroll approximately 6,000 undergraduate students (National Center for Public Policy and Higher Education, 2000). Annual tuition and fees average $668 a year at the community colleges, $2,073 at the four-year institutions. The state spends slightly over $34 million annually for student aid, the majority ($18 million) for merit-based, rather than need-based, aid. Governance New Mexico is an institutionally governed state with a statewide coordinating board and 15 institutional governing boards for the public two- and four-year colleges. Most of New Mexico’s earliest community colleges were established as “branch” or feeder schools to four-year institutions, and they were expected to take a 2+2 approach to baccalaureate transfer. Over the years, additional types of two-year institutions have evolved— constitutional, independent, branch, and vocational/technical—all of which view transfer as part of their mission. The state coordinating board, the Commission on Higher Education, is responsible for policy development, data collection, and analysis. Data reporting is performed both by the institutions, through university and community college collaboratives, and by the coordinating board. Budgets are based on a funding formula that is reviewed and approved by the coordinating board.

What is collective bargaining?
Collective bargaining is a process wherein public education employees and their governing bodies (regents, boards of education) negotiate as equal partners for improved working conditions, salaries, terms and benefits, and grievance procedures. Do we need collective bargaining? Yes. At present, most governing bodies and administrations unilaterally set policies regarding all employment conditions. Unless you have a collective bargaining relationship with your employer, then you have no voice or binding input over your professional career as a public employee. Who can bargain? Public employees who are not administration or management employees may seek recognition for bargaining. Full and part-time faculty, instructors, teachers, teaching assistants, secretaries, clerks, technicians, and other public education support personnel may organize for their collective bargaining rights. Secretary Norton Joins Ground Blessing Ceremony
for Santa Fe Indian School One of 12 New Indian Schools to be Built WASHINGTON - Interior Secretary Gale Norton and Assistant Secretary Neal McCaleb today joined a ground blessing ceremony for a $38 million classroom and dormitory complex in Santa Fe, New Mexico, emphasizing President Bush's Indian Education Initiative and commitment to nationwide educational reform. The Santa Fe Indian School project is funded by $23 million in President Bush's 2002 budget. The new dormitory will be built with $15 million proposed in his 2003 budget. When completed, the school, which has 550 students, will serve about 1,200 children from 26 tribes, including the 19 New Mexico Pueblos, Jicarilla and Mescalero Apache Tribes, and Navajo Nation. Other BIA schools receiving replacement buildings from the President's 2002 budget include the Wingate Elementary School in New Mexico; Polacca Day School and Holbrook Dormitory (Navajo Nation) in Arizona; Ojibwa Indian School on the Turtle Mountain Indian Reservation in Belcourt, North Dakota; and Paschal Sherman Indian School on the Colville Indian Reservation in Omak, Washington. "The President cares deeply about our children's education and is committed to closing the achievement gap so that no child will be left behind," Norton told Pueblo and tribal leaders during the ceremony at historic Santa Fe Indian School.
