Guvs can't fix schools when they are powerless

Gov. Bill Richardson wants the 2003 Legislature to send voters a proposed constitutional amendment reforming the way New Mexico's public schools are governed. Such an amendment, he insists, must establish "a strong Secretary of Education" who reports to the governor and who will not be "encumbered by a policy-making Board of Education." Legislators are still wrangling over this one, and while a measure featuring a policy-making board of the sort Richardson doesn't want passed out of one House committee last week on its way to another, former Democratic Gov. Toney Anaya thinks the governor ultimately "will get what he wants, a (cabinet level education) secretary, with a board that's only advisory." Almost 20 years ago Anaya went to the Legislature with a similar proposal designed to vest the state's chief executive with greater authority over the state's public school system.

Charter Schools: Early Learnings Insights A Comparison of Charter School Legislation
in SEDL's Southwestern Region Arkansas Louisiana New Mexico Texas Background Information In 1995, the Arkansas General Assembly approved House Bill 1934 which established a "procedure" whereby local schools may become charter schools. Any local school may petition the State Board of Education for charter school status once the petition is approved at the local level. Later this year, the State Board of Education will establish more specific rules and regulations pertinent to charter schools. State and local board members expect to begin reviewing applications sometime next year, with the first schools slated to open in Fall 1997. Contracts will initially be granted for three years. In 1995, Senate Bill 1305 authorized charter school demonstration programs in up to eight city or parish (county) school systems in Louisiana. Public school systems must apply for and be granted chartering authority by the Board of Elementary and Secondary Education (BESE). Local school boards are responsible for the approval of specific charter proposals. Eligible school systems are limited to authorizing no more than one charter school for every 20,000 students enrolled in public and approved nonpublic schools within their jurisdiction. Each local board can also sponsor and propose charter status for one or more additional schools in their system.

N.M. Tech Expands Online Course Offerings

SOCORRO, N.M., January 10, 2002 For the past decade, New Mexico Tech a leader in science and engineering education and research has developed a Distance Education program that allows working professionals the opportunity to earn their master of science degree with the convenience of never setting foot on the Socorro campus.
The university's Distance Ed program has advanced greatly over the years and today encompasses more than five degree programs and 20 classes. Programs include Master of Science degrees in Engineering Management Environmental Engineering Science Teaching Petroleum Engineering , and Mechanical Engineering
Distance Ed classes are recorded, using a live class on the Socorro campus, and are broadcast to other universities across the state through teleconferencing and Internet web-casting technologies. These virtual classrooms allow students to interact with the class in Socorro as if they were actually there. The taped classes are also mailed to the students.
With the use of WebCT programming software, the New Mexico Tech Master of Science Teaching (MST) program launched its first online course during the Fall 2002 Semester.

    History of San Juan College
    San Juan College was founded in 1956 as the Farmington Branch of the New Mexico College of Agriculture and Mechanical Arts, in accordance with statutes of the State of New Mexico. All classes were initially taught by part-time instructors during evening hours in facilities at Farmington High School. In 1958, the name was changed from Farmington Branch to San Juan Branch, NMSU. This name better indicated the area served by the branch. In July 1965, the Farmington Board of Education allowed the college to use full-time, a building on North Wall Avenue near downtown Farmington. This space allowed for full-time day and evening instruction; however, laboratories and other special facilities at Farmington High School were still used for evening instruction. During the 1966-67 year, applications for a federal grant to assist in the construction of a separate facility for a branch campus were prepared and approved. The Farmington City Council returned to the Bureau of Land Management 590 acres of land, previously obtained by the city for park and recreational purposes, with the promise that the land be made available to New Mexico State University (NMSU) for branch campus development. Thus, with the first building constructed in 1967-68, San Juan Branch had a permanent site in the northern part of Farmington.

    New Mexico State University Faculty Senate 2003-03 October 3, 2002 Senate Vice-Chair's Report Meetings with the Dean's Advisory Council I met with the DAC on September 9 and 23. We discussed the wording of a proposal to change the undergraduate appeals process. I expect this to come to the Senate next month. Also under discussion is the use of course numbers 450-499. While these numbers carry graduate credit, they are reimbursed at a different (lower) rate than purely graduate courses (number 500 and up). Distance education remains on everyone's radar screen everyone from North Central down. There is a recent General Accounting Office report you may find interesting. It's available on the Web at http://www.gao.gov/new.items/d021125t.pdf Meeting with President Gogue and Provost Flores Chair Alden and I met with the President and the Provost. We discussed NMSU enrollments, the revision of general education, and the President's goals for the University. The President and the Provost are here to today to speak to the Senate on some of these issues. Senate Business The Committee on Committees met as scheduled on September 24, 2002.
