    - James Beattie VISION The vision of the New Mexico School Libraries Task Force is that every student in New Mexico schools (K-12) will (1) be supported by quality library services, collections, and programs, and (2) will be able to use information, materials, and media effectively for his/her own learning needs. PURPOSE The purpose of this document is to outline standards for New Mexico school library media programs which have been developed by the New Mexico Task Force for School Libraries over the last year, 1999-2000. Because these standards include quantitative measures, they are offered to provide useful, concrete guidelines for schools and school districts whose aim is to improve the quality of their school library media programs.

    University History
    The community of Silver City realized a long-time dream on February 11, 1893, when the Thirtieth Session of the Territorial Legislature of New Mexico passed "An Act to Establish and Provide for the Maintenance and Government of the Normal Schools of New Mexico." Silver City and Las Vegas were chosen to be the locations of these teacher-training institutions. This successfully culminated the efforts of many in Silver City, who had attempted for years to convince the Territorial Legislature to approve an institution of higher learning in Silver City. A Board of Regents, appointed by Governor L. Bradford Prince, was given the task of selecting a site for the school. On June 2, 1893, the Board accepted Regent John W. Fleming's offer of 20 acres situated on a high hill west of the community. This site allowed the institution to be visible to all who came into town. On September 7, 1894, an impressive dedication ceremony was held. Within the cornerstone laid by the officials and townspeople, a copper box containing coins, magazines, and other items of the period was placed. The military band of Fort Bayard provided appropriate music. The first director was George Selby, an educator from Deming, who was given the title of principal. He is remembered as the man who was given the difficult task of developing curricula and providing instruction for the first forty students.

    GENERAL INFORMATION A. BASIS OF AUTHORITY
    The New Mexico Space Grant Consortium (NMSGC) currently comprises New Mexico colleges, universities, public schools, and other organizations. The consortium is funded jointly by the National Aeronautics and Space Administration (NASA), industry and other agencies. The basis of authority for this and other programs of NMSGC rests, in part, on the above funding. It is important, therefore, to note that the implementation of NMSGC supported projects must conform to applicable Federal and State regulations, in general, and to the NASA and New Mexico State University (NMSU) regulatory stipulations, in particular. B. PURPOSE OF THE NEW MEXICO SPACE GRANT CONSORTIUM
    To support goals, objectives, and implementation of the New Mexico Space Grant Consortium 1998 Strategic Plan, as per the training grant proposal approved by NASA. Additionally, the Research Enhancement Program is structured to provide New Mexicans funding to expand research, education, and public service. Therefore, a proposer and students funded within a proposal may be awarded one time only, per project.
