    K-12 Education In New Mexico:
Benchmarks for the New Millennium Taos, New Mexico June 3-6, 1999 INTRODUCTION WHAT ARE THE BENCHMARKS FOR STUDENT SUCCESS IN THE TWENTY-FIRST CENTURY? Students
Children should enter school ready to learn. They should be mentally, physically and emotionally prepared for learning. Students must progress through the school system on the basis of achievement of certain benchmarks. We can no longer tolerate a state statute which allows social promotions. Holding back students must be accompanied, however, by prevention and intervention programs for students at risk of leaving the system. These expectations must be the same for every student. Emphasis will be on mastery and proficiency of the benchmarks, not social promotion. Students will demonstrate mastery and proficiency, appropriate for their age and grade, in the following basic skills and their practical application: reading spelling, mathematics, science, social studies, technology, verbal and non-verbal communication including writing and listening, and mastery and proficiency in a second language. Students should be well rounded, and therefore their education must include the arts, humanities, physical education, health education, library and research skills, and career readiness.

Assessing the Impact of Technology on Teaching and Learning: Student Perspectives In spring 1998, a study was conducted with Middle Tennessee State University (MTSU) faculty on their perceptions about technology in the classroom, their usage of various types of technology, the effects of various technologies on good teaching practices, and their projected use of instructional technology in the near future. In the second phase of our research, a study was conducted with MTSU students. The study addressed student perceptions about technology in the classroom, the value of various types of technology in their learning and research experiences, and the effects of the different types of technologies on their relationship with the instructor and other students, the outcome of the course, and their understanding of the course material. Results of both studies will be shared with participants, with the emphasis on the student study.

New Policies for Southwestern Schools
More Money for Schools, Less Consensus on Allocations
The issues highlighted during the 1997 regular legislative sessions in Arkansas, Louisiana, New Mexico, Oklahoma, and Texas indicate state government echoed the public's concerns about the quality of K-12 education. With budget surpluses adding as much as $14.2 billion to 1997 state coffers across the nation, according to a September report in the Washington Post, states gained flexibility to invest more in public programs, including education. At the same time, some legislative actions sought to expand public choices in schooling. Lawmakers in all five states increased public school budgets, with Arkansas standing out by devoting nearly half its annual budget to K-12 education. Except for New Mexico every state in the region increased teacher salaries or placed teachers on salary schedules that reward years of experience. Other educator-focused laws require criminal-background checks for people seeking certification as Arkansas and New Mexico school personnel and enhance professional development opportunities for Texas teachers and Louisiana school administrators. It seems lawmakers recognized that a high-quality school work force is necessary for improving public education, and they crafted policies to achieve that end.
