We have learned that philanthropy for K-12 public education is growing, but also that the realities of grant makers' priorities, varying philosophies, and charter restrictions establish a context in which the distribution of funds is erratic, dollars don't necessarily flow to districts that have high concentrations of impoverished students with poor academic performance, and anomalies can have unintended consequences. Further, it appears that schools are most successful in gaining philanthropic support from local donors for coherent, strategic initiatives and/or when the schools have staff with assigned responsibility for fund-raising. The discussion that follows elaborates on these findings. SEDL estimates that philanthropic support for K-12 public schooling in the Southwestern Region grew by more than 30 percent between the 1997-98 and 1998-99 school years (Exhibit 1). And, as the total dollars have gone up, the number of school districts in the Southwestern Region receiving philanthropic funds grew by more than 16 percent over that two years (Exhibit 2). Nonetheless, an estimated 45 percent of the region's districts reported receiving no philanthropic funds at all in 1998-99. Even for those districts receiving substantial philanthropic gifts, those contributions amount to a small fraction of their total budgets (Exhibit 3). In 1998-99, the region's total philanthropic revenues amounted to only $11 per student, as compared to a regional average per-student expenditure for that same year of $5,328. As a specific example, a New Mexico district with 7400 students received a $2.4 million grant in 1998-99 for a two-year project. The grant, while substantial, amounted to only 2.5 percent of the district's budget for those same two years.

The Northern New Mexico ENLACE Project is a collaboration of community colleges, a university, high schools, and community organizations designed to produce more Latino and Hispanic high school and college graduates across a diverse region of five counties.
Northern New Mexico ENLACE will target high school and college students in five counties-Santa Fe, Taos, Mora, Rio Arriba, and San Miguel. The K-12 school population ranges from 68 to 94 percent Hispanic. Northern New Mexico is a very diverse region of cities and rural communities. The predominantly Hispanic population includes Mexican-Americans and descendants of settlers from Spain who have lived here for hundreds of years.
The project will target approximately 300 students. These students attend two community colleges and a university, as well as high schools. Each high school site will reach 40 students in grades 9-12. The lead institution is Santa Fe Community College (SFCC) in Santa Fe. Other key partners are Northern New Mexico Community College (NNNCC), which is located in Espanol and El Rito, and New Mexico Highlands University (NMHU) in Las Vegas. These post-secondary institutions are linking to public schools, regional education networks, and community-based organizations such as La Jicarita Enterprise Community.

Southern New Mexico ENLACE will serve students in the Las Cruces Public Schools and two rural school districts, Gadsden Independent and Hatch Valley. The K-12 school population here ranges from 65 to 93 percent Latino. Statewide, fully half of public school students are Hispanic.
The project primarily will serve middle and high school students, as well as students at Dona Ana Branch Community College (DABCC) and New Mexico State University (NMSU). The program will focus on one high school and one middle school in each of the school districts initially.
Latino and Hispanic students have the highest dropout rates in New Mexico. Focus groups have identified several key barriers to educational success, including lack of parental involvement; inadequate student support; low teacher expectations; low levels of literacy and academic achievement; and poor coordination and communication among families, schools, and communities.

As the state's assistant superintendent for accountability and information services, Steinhaus has spent the past year overseeing changes in its system for holding schools responsible for student performance. Outside consultants fanned out across New Mexico and asked focus groups for their opinions on how to help build on the accountability plan. New Mexico works to beef up its policies for holding schools accountable. "The state board is clearly headed in the direction of working to earn the public's trust," Steinhaus says. "One way to do that is to build a strong accountability policy." That policy aims to improve and streamline the information the state education department collects so districts can spend less time compiling data and more time improving student achievement. School-level report cards are to be more user-friendly and take stock not just of test scores, attendance, and dropout figures, but also school safety and community involvement. In the spring of last year, New Mexico students in grades 4, 6, and 8 took a new achievement test aligned with the state's content standards in reading and language arts, mathematics, science, and social studies.
