    Reforms in Preservice Preparation Programs and Teacher Certification Standards
    Just as states, districts, and educational associations are beginning to rethink professional development strategies to support school improvement, they are also trying to reform preservice preparation programs and teacher certification standards. They have been exploring better ways to prepare new teachers, certify experienced teachers, and provide ongoing professional development to practicing educators. Many organizations-including schools, universities, and national educator groups-have created professional development schools that fit the continuing needs of teachers, from their preservice period to after many years of practice. In addition, educators, professional organizations, private foundations, and others have established a National Board for Professional Teaching Standards that can certify and recognize exceptional, experienced teachers.
    Professional Development Schools
    The professional development school framework encourages simultaneous restructuring of K-12 schools and colleges of education. Professional development schools provide clinical settings that prepare novice teachers to succeed in real schools and communities. Like medical students who serve an internship in hospitals, novice teachers learn to apply their coursework to the everyday challenges of actual teaching. The schools also provide ongoing professional development for experienced teachers and university faculty.

    Effective March 1, 1996, Rhode Island adopted "Enhance Reciprocity" as a route to certification. This route provides that certification be granted to an applicant who holds a valid and comparable certificate from another member state, provided the applicant has complied with any requirements of the receiving state regarding degrees held, citizenship, and moral, ethical, physical, and mental fitness.

    Alternative Certification Meets the Critical Teacher Shortage
    Don Ashley, Region IV Education Service Center A critical shortage of certified driver education teachers has developed as a result of attrition, the discontinuance of driver education teacher training programs by major universities, and an increasing population of students wanting to get a driver license. Traditional certification programs through universities in Texas require a minimum of six semester hours of safety and driver education. The Texas Education Agency grants the driver education endorsement to the Texas Teacher Certificate upon recommendation by the university. Alternatives to the traditional programs have emerged. In January, 1994, the State Board of Education approved a Region IV Education Service Center (ESC) proposal to conduct the first Texas alternative certification program for driver education endorsement. The program was designed to bring certified teachers into the field of driver education. Alternative certification is a rapidly growing phenomena in this country. In 1991, 48 states had implemented alternative certification programs (ACP) as a desirable and effective way to produce administrators and/or teachers (Feistritzer and Chester, 1991). Programs were originated to address critical administrator and teacher shortages. It was quickly determined that, due to the extensive field experience provided by the ACPs, teachers and administrators were being adequately prepared.

    • Increased Flexibility - Allows LEAs increased flexibility to allocate funds among professional development, class-size reduction, and other teacher quality activities, without the requirements that are in current law. Mathematics and Science Activities - Eliminates the Eisenhower priority for professional development in mathematics and science and creates a separate Math and Science Partnerships competitive grant program. Competitive Funds - Caps the amount for competitive grants awarded by State agencies for higher education working in conjunction with the SEA at $125 million, rather than providing that a certain percentage of program funds be reserved for this purpose. This will reduce the percentage of funds available for this part of the program as appropriations increase. State Uses of Funds - New State activities include, among others, reforming teacher and principal certification/licensing requirements, alternative routes to State certification, teacher and principal recruitment and retention initiatives, reforming tenure systems, teacher testing, and merit pay.

    Resources Application National Board Certification - Overview National Board Certification is a demonstration of an applicant's teaching practice as measured against high and rigorous standards. When a teacher attains National Board Certification, it is a record of proof to the fact that a teacher has been assessed by his or her peers as one who is accomplished, makes sound professional judgments about student learning, and acts effectively with those judgments. There are fee subsidies available which will pay up to one half of the fee (total amount $2,300), as well as scholarships. This is due in no small part to the certification regulations which went into effect on September 2, 1993 as well as the changes recently adopted by the Regents that go into effect in September 2004. If you are planning to move to another state, you should contact that state's certification office, as listed below. The number code following each entry indicates the types of testing which the state required at the time this information was published in the 1999 Job Search Hanbook. The key to the codes follows the state listing.
    When you write or call the state certification office, indicate the type of certificate you are receiving from your current state, which national tests you have taken, and ask for application materials and procedures for obtaining certification in the new state.     December 22, 2000 2000-R-1174 ALTERNATE ROUTE TO TEACHER CERTIFICATION By: Judith Lohman, Chief Analyst You asked the following questions about Connecticut's alternative route to certification (ARC) program for teachers: (1) how many are enrolled in the program, (2) how many fail to graduate, and (3) whether ARC graduates must meet the same standards as other certified teachers. You also asked for a comparison of Connecticut's ARC program with those in several other states. SUMMARY
      There are currently 163 students enrolled in the state's ARC program, according to the Department of Higher Education (DHE), the agency that administers it. In 1999 (the most recent year for which figures are available), 158 out of 159 participants graduated unconditionally. ARC graduates must meet the same requirements as other applicants for teacher certification. According to the National Education Information Center, 40 states have a total of 115 ARC programs of various types. Because the programs vary widely, the center groups them into eight classes. Connecticut's and seven other states' programs fall into Class A. Class A programs have the following characteristics:
