By Melanie Burney Inquirer Staff Writer WASHINGTON TOWNSHIP French teacher Catherine Russo is a novelty in her Gloucester County district. She is the only Washington Township educator to achieve national board certification and one of just 46 in New Jersey. In Pennsylvania, 47 teachers hold the honor. Russo, who teaches seventh and eighth graders at Chestnut Ridge Middle School, was certified in 1997 by the National Board for Professional Teaching Standards. "It's probably the most productive form of professional development I've ever done," said Russo, a teacher for 12 years. While national certification has been embraced by educators across the country, it has been slow to catch on in New Jersey. Nationwide, more than 16,000 teachers have received the certification. A new group will be named next month from among 20,000 candidates.

Adobe Enables Teachers Nationwide to Deliver Technology Software Education to Students State of Texas Joins Growing List of Teacher Training Programs Nationwide Using Breadth of Adobe Products to "Leave no Child Behind" SAN JOSE, Calif.—February 4, 2003 (NASDAQ: ADBE)— Adobe Systems Incorporated, the leader in network publishing, today announced that it has been selected to provide software for the Technology Applications Certification Program (TACP), a K-12 teacher training initiative dedicated to advancing technology in Texas classrooms. Supporting a statewide mandate, the full scope of Adobe products will serve as the foundation for improving the technology aptitude of 1,200 Texas educators developing high-tech curricula for students. The State of Texas joins school districts and programs nationwide that are implementing Adobe software in the classroom to close the digital divide. According to the National School Board Foundation, teachers at 90 percent of the nation's largest school districts lack technology training in the classroom. Responding to this need, the state of Texas developed the TCAP with a $2.2 million grant, giving teachers in low-income communities software instruction to incorporate technology courses into their curriculum. As part of the two-year certification program, teachers will learn Adobe's print and Web publishing and graphics products, allowing them to teach Web, desktop publishing, video, graphics, and animation courses. The program, ensuring that every Texas school district has technologically savvy teachers, is being facilitated through the Texas Center for Educational Technology (TCET) and the University of North Texas.

The shortage of qualified teachers is causing a national crisis in our educational system. The New Jersey Department of Labor and NJN are working together to promote public awareness of the shortage in the teaching profession.
The Need

As school populations grow nationwide, school districts, especially in urban areas, are struggling to find ways to attract new teachers and keep them there. The bulk of the nation's teaching force is nearing retirement age, with most teachers in their mid-40s to early 50s. States and school districts nationwide are offering incentives in the way of signing bonuses, as well as covering relocation costs. States are awarding scholarships to education majors who agree to teach in low-income areas, adding low-cost rental housing, affordable mortgages and financial aid for graduate-level tuition at state universities. Pursuing a teaching career is one of the most noble things one can do. Of course, being a good teacher is not easy. Being entrusted to make our young people smart, responsible human beings is an enormous task. But no other profession offers the potential to create a more positive impact on a community.

Title II of the ESEA consolidates the existing funding from the Eisenhower and Class Size Reduction Programs into a single Teacher Quality grant program. States are given considerable flexibility in prioritizing their disbursement. Activities might include, but are not limited to
  • Recruiting highly qualified teachers, principals, and administrators Creating or expanding mentoring programs Reforming tenure systems Establishing merit pay systems Revisiting alternative licensure and certification programs Reducing class size Providing technology instruction to teachers Every state in this region has made strides toward improving teacher quality in recent years.
In many cases, the act validates existing programs and provides additional funds for their expansion. All five states in SEDL’s region, for example, provide mentoring, induction, and other support programs for beginning teachers. All five have also adopted alternative certification policies, with Arkansas, New Mexico, and Texas programs being rated as exemplary by the National Center for Education Information. In fact, according to Education Week’s Quality Counts 2002, Arkansas and Oklahoma ranked fifth and sixth in the nation respectively in teacher quality overall.
