The presence of the college's "architects and builders" - the keynote speaker, three former regents, the school's first president, a key legislator, several staff and faculty who had been with the college since its birth - weren't meant to steal any thunder from the 150 plus graduates special day.
Simply, Northern officials wanted the graduates to see and meet some of the individuals who, through the past 25 years, had helped make it possible for them to graduate with a two-year degree or certificate from an accredited community college.
That message was amplified in Joseph Abeyta, Jr.'s, keynote commencement address.
"This school was founded on the principle that higher education should be made available to the people of northern New Mexico," said Abeyta, one of Northern's first regents and current Santa Fe Indian School superintendent. "Those sitting here today - Frank Serrano, Dennis Salazar, Nick Salazar - and all the others saw that people from this area should not have to travel to Albuquerque or Las Cruces for a degree in higher education. These people contributed to the infrastructure - the building of Northern New Mexico Community College.

[3/16/51, 7/1/94; Recompiled 10/31/01] SCOPE: Provisions of Part 2 of Chapter 55 [now 5.55.2 NMAC] apply to all post-secondary institutions operating within and receiving financial support from the state of New Mexico. [11/1/96; Recompiled 10/31/01] STATUTORY AUTHORITY: Chapter 25, New Mexico Laws of 1990 amended five statutes under which most public post-secondary institutions operate. The amendments deleted language which prohibited students currently counted in the membership of public schools from also being counted in post-secondary enrollments used for calculating state support.     ENLACE in Albuquerque ENLACE is a partnership of post-secondary education institutions, public schools, and community organizations designed to focus attention and resources on producing more Hispanic graduates from high school and college.
    The partnership targets students at middle and high schools in three clusters of schools with high Hispanic enrollment in Albuquerque Public Schools Albuquerque, Valley, and West Mesa and Washington, Garfield and Truman middle schools. Additionally, Albuquerque Technical Vocational Institute (TVI) and the University of New Mexico (UNM) are also ENLACE partners.
    ENLACE in Albuquerque targets two key points along the K-16 pipeline where there are "leaks" of students who leave school-especially in the transition from middle to high school and from the freshman and sophomore years in college. We have designed three distinct, yet interlocking programs to reach our goals:
    - Family and Community Education
    Education Access Rooms (EARs) are being developed at three community centers. These centers will use distance learning resources, tutors and parent involvement to assist 9th and 10th grade students who are at risk of dropping out. In addition to community based programs, there will also be Family Centers located at the three target high schools. The Family Centers will work with families to become an integral part of their student's education.
    - Retention
    To address the needs of Hispanic students throughout our educational pipeline, we have targeted key points of the educational system to intervene and assist students. Beginning in the middle schools, mentors will be provided to at-risk students. In high schools, Family Centers will assist the schools and families to connect to better serve our students. Chicano Studies courses at high schools will provide culturally relevant teaching and empower Hispanic students to excel in their studies. At UNM and TVI, an Early Warning Intervention system is being put in place to assist incoming freshmen maneuver through the education system and succeed.
