The new federal law of the land for that nation's public schools does four things for education reform: 1) Calls for higher standards for America's schools and teachers by imposing a yearly testing requirement on states;
2) Helps ensure that poor children will have access to a better education and the ability to exercise choice when they are stuck in persistently failing schools;
3) Gives states flexibility in hiring, training and compensating teachers, and
4) Maintains the viability and continued expansion of the charter school movement. In a radio advertisement in dozens of markets, the union's president whacked the federal No Child Left Behind act on the grounds that it (quote) TELLS SCHOOLS WHAT TO DO, HOW TO DO IT AND WHEN IT HAS TO BE DONE…(AND) ACTUALLY REDUCE STANDARDS AND EXPECTATIONS THAT SCHOOLS HAVE SET FOR THEMSELVES. What is a NYC Regular License?
A NYC Regular License is a teaching credential issued by The New York City Department of Education to applicants who possess NYS Certification and who have successfully completed the NYC interview test.
As of September 12, 2002, new applications for a New York City teaching license will be processed only for those individuals who possess valid New York State certification or state certification from another state with reciprocity with New York State. A New York City teaching license (and file number) will be issed only when a district has selected an applicant for a specific job.

Revised: November 17. 1999 The Westchester Library System (WLS) is one of 22 public library systems chartered by the New York State Board of Regents. WLS is a cooperative system comprised of 38 member libraries and a service center/headquarters. System-wide policy is established by the WLS Board of Trustees, the members of which are elected by the member library trustees. Each WLS member is an independent, autonomous library financed locally and governed by its own board of trustees. These independent members have agreed to this Code of Service which, as part of the System's Plan of Service, is required by New York State Regulations and has been approved by the State Division of Library Development and the Commissioner of Education. The purpose of this Code of Service is to ensure access to library services for all eligible individuals as defined hereafter. This Code of Service should be considered as a whole and each provision understood in that context.

It was created by New York State law in 1971. The legislation defined the makeup and functions of the Agency and authorized the Agency to develop two plans for lands within the Adirondack Park. The approximately 2.5 million acres of public lands in the Park are managed according to the State Land Master Plan. The Adirondack Park Land Use and Development Plan regulates land use and development activities on the 3.5 million acres of privately owned lands. Reading to Infants and Children
Read to your child. Read to your baby! This is the advice I give to any caring, loving adult in any baby's or child's life. I am often confounded with the reaction I receive from this advice. I usually hear this, " No, really, what can we do to help our child?" Again, I say, "read aloud." Start this practice after the child's birth. There are even those who believe that it's never too early to start and encourage reading aloud while the baby is still in the womb. This may be a little over the top for some, but the thought of reading aloud to your child weeks after birth shouldn't be. Think of it! Studies have shown that the stimulation provided by reading aloud to babies helps build permanent brain mass. Recent brain research has made positive indications that reading to babies promotes emotional and social development in addition to boosting vocabulary and later educational success since brain circuitry is being formed. It makes sense. Begin! No excuses! This is a suggestion that can be implemented by families of any income level and literacy skills. So your baby is five years old or seven years old and not measured in months anymore. It truly is never too late or early.

The Regents of The University of the State of New York, as the body with overall responsibility for education in New York State, is empowered by statute to create corporations to operate educational institutions of all kinds, including colleges, universities, schools, libraries, museums, historical societies, and public television and radio corporations. The Regents, the Commissioner of Education, and the State Education Department are also empowered to register, license, or otherwise approve certain educational institutions and programs, whether or not the institution in question has been incorporated by the Regents. Although frequently related to incorporation, registration and licensing are completely separate and distinct functions. It is the purpose of this pamphlet to outline the procedures for the creation of education corporations by the Regents, and certain related matters, and to indicate the initial steps which should be taken to secure licensure, registration, or other required forms of approval.
