RESERVATION OF UNIVERSITY RIGHTS This bulletin is intended for the guidance of persons applying for or considering application for admission to Columbia University and for the guidance of Columbia students and faculty. The bulletin sets forth in general the manner in which the University intends to proceed with respect to the matters set forth herein, but the University reserves the right to depart without notice from the terms of this bulletin. The bulletin is not intended to be and should not be regarded as a contract between the University and any student or other person. UNIVERSITY REGULATIONS According to University regulations, each person whose registration has been completed will be considered a student of the University during the term for which he or she is registered unless the student’s connection with the University is officially severed by withdrawal or otherwise. No student registered in any school or college of the University shall at the same time be registered in any other school or college, either of Columbia University or of any other institution, without the specific authorization of the dean or director of the school or college of the University in which he or she is first registered. The privileges of the University are not available to any student until he or she has completed registration. A student who is not officially registered for a University course may not attend the course unless granted auditing privileges. No student may register after the stated period unless he or she obtains the written consent of the appropriate dean or director.

Annual Notice to Students

Annually, New York University informs students of their rights under the Family Educational Rights and Privacy Act (FERPA) and the regulations relating to FERPA promulgated by the Department of Education. Together, FERPA and the FERPA regulations provide that:
(a) each student has a right to inspect and review his or her education records.
(b) each student may request that such a record be amended if he or she believes that it is inaccurate, misleading or otherwise in violation of his or her privacy rights.
(c) the University will obtain the student's written consent prior to disclosing personally identifiable information about the student from his or her education records unless such consent is not required by FERPA and the FERPA regulations.
(d) each student has a right to file a complaint with the Family Policy and Regulations Office of the Department of Education if he or she feels the University has failed to comply with the requirements of FERPA and the FERPA regulations.
(e) each student may obtain a copy of the University's Guidelines for Compliance with the Family Educational Rights and Privacy Act.

NEW YORK CITY PUBLIC SCHOOLS TO RECEIVE $500,000 FROM AMERICAN EXPRESS AND CONTINENTAL AIRLINES NEW YORK, January 31, 2000 New York City residents who use their American Express Cards to make purchases at any local New York City merchant, or to purchase travel into or out of New York City on Continental Airlines, can now help to raise money to improve libraries in New York City elementary and middle schools As part of the program which begins February 1 and runs through May 31 American Express and Continental will donate a portion of each of these transactions toward New York City public schools, up to $500,000. Introduction
Charter
A museum or historical society that wishes to organize as a nonprofit education corporation must do so by petitioning the Board of Regents for the issuance of a charter. A charter is granted by the Board of Regents as an instrument of incorporation to museums and historical societies that satisfy Regents standards of organizational and educational quality. These standards are consistent with professionally accepted principles and practices as adopted by the American Association of Museums and the American Association for State and Local History. To achieve them usually takes a period of development. For that reason chartering is a two-step process, from provisional to absolute.
Provisional Charter
A provisional charter is a form of incorporation granted for a probationary period of three to five years to museums and historical societies that have reasonable prospects of meeting Regents standards.
