The following is an excerpt from a full Issue Brief on nutrition and obesity, the complete Issue Brief presents summaries of legislation introduced that addresses nutrition and obesity along with non legislative strategies, the debate surrounding obesity, health care costs and current practices. Concerns about nutrition and obesity in the United States, especially among American youth, have quickly become nationwide health issues. According to the Centers for Disease Control and Prevention (CDC), 13 percent of adolescents are overweight or obese, and children between the ages of 6 and 11 have the fastest growing rate of obesity in the country. The International Food Information Council Foundation (IFIC) calls this significant increase in the number of obese Americans a growing epidemic. Debate over the issue was further encouraged by a public statement and written report issued by former Surgeon General David Satcher's office in December 2001. The report, The Surgeon General's Call To Action to Prevent and Decrease Overweight and Obesity 2001 highlights the seriousness of the growing number of Americans who suffer from obesity or being overweight and informed the public of the related adverse health threats. In July 2002, the U.S. Senate Appropriations Committee approved a $50.6 million appropriation to the CDC's Division of Physical Activity, Nutrition and Obesity. The committee also appropriated $70 million to the Department of Education's Physical Education for Progress program, which encourages schools to develop and offer physical education programs and activities.

Nutritional Health of Elderly New Yorkers
Elderly Nutrition Program and Services
The New York State Office for the Aging administers the Nutrition Program for the Elderly (NPE) under Title III-C of the Older Americans Act and the state funded Supplemental Nutrition Assistance Program.
The NPE provides a mid-day meal, 5 or more days per week, to older persons (age 60+) at congregate nutrition sites or delivered to their homes. Other NPE services include nutrition education, nutrition counseling, shopping assistance and transportation.
Besides a nutritious meal, congregate nutrition sites provide social interaction and access to other services including health screening, financial counseling, nutrition and health education, and recreational activities.
Home delivered meals (HDMs) are appropriate for those individuals assessed as homebound, unable to prepare meals, and lacking other support for meals. One or two meals five or more days a week may be indicated when other support is not available. HDMs are a vital component of in-home supportive services designed to delay or prevent inappropriate institutional care.
Nutrition education programs are presented to congregate nutrition participants, and nutrition education information is provided to HDM participants. The goal of nutrition education activities is to improve eating habits by aiding participants to make informed food purchasing choices and to develop positive attitudes towards good nutrition.

Danbury Health Systems Partners With Doctors To Open Health Center In Putnam County Danbury Health Systems, parent of Danbury Hospital, has partnered with several community doctors on the Hospital's staff to extend their medical services into Putnam County. Danbury Health Systems recently opened the center, Health Specialists of Danbury, at Clock Tower Commons in Brewster, N.Y., a suite of offices to be shared by various specialists, including urologists and orthopedic surgeons. Vitamin Price Fixing Lawsuits Roche Holding, the giant Swiss chemical and pharmaceutical company, announced that it would set aside an additional 1.2 billion Swiss francs ($810 million) to its reserve to cover the cost of lawsuits in the vitamin price fixing litigation. Thus the reserve has now grown to 4.5 billion Swiss francs ($3.04 billion). The company further stated that it may have to set aside even more reserves in the future to cover the civil lawsuits. Roche reached an agreement in September of 2002 to sell its vitamin and specialty chemicals division to DSM, a Dutch chemicals group for $2.2 billion, but it remains responsible for liabilities from the price-fixing lawsuits. Criminal and regulatory suits have been settled New York State's Attorney General Eliot Spitzer announced that the state would distribute its $18.5 million share of the money that the state received as its share of the $225 million vitamin criminal price fixing lawsuit to 106 health programs. New York was one of 21 states involved in the lawsuit as we discuss below. New York's share will go to programs involving prenatal care, nutrition and other health measures. The largest allotment, $600,000 will go to the New York Sate Coalition Against Domestic Violence. The largest allotment in the city, which is $300,000, will go to Food For Survival, a food-distribution program in the Bronx.

In 1986, singer/songwriter Paul Simon was recording the blockbuster "Graceland" album in Manhattan. Each day, on his way to the recording studio, Paul passed a homeless woman. Over time, the two became friends. Struck by this woman's plight, Paul asked Irwin Redlener, M.D. , a pediatrician and colleague from the "USA for Africa" project, to help him do something tangible for New York City's homeless population. Together, they toured the squalid now-defunct Martinique Welfare Hotel. To their horror, they found more than a thousand hungry, homeless children living amidst squalor and poverty. Few of these children were receiving any basic health care. Determined to change this appalling situation, Paul and Irwin decided to do something that would make a difference. In 1987, they created The New York Children's Health Project, The Children's Health Fund's first mobile medical program. Medical teams aboard specially designed vans used state-of-the-art equipment and a computerized patient tracking system to bring much needed pediatric care to New York City's homeless children.
