The Alliance is working with NYC's vocational high schools, the high school superintendents, the Office of School to Career and the Occupational Advisory Council and Commissions to strengthen business school partnerships that support industry standards, increased career exploration, higher academic achievement and enhanced work readiness. These efforts have included teacher workplace visits, technical assistance and coaching around school-level advisory council functions, training on partnership building, and creation of new training materials.
Creating Effective School Business Advisory Councils
Advisory groups can provide an important vehicle for bringing together a variety of industry representatives, post secondary educators, central Board of Education program representatives, government agencies, community organizations, organized labor and other groups to provide information, and input about the kinds of skills needed in the workplace. The STW Alliance has been working with schools to coach them through the steps necessary to identify, recruit, manage, and effectively utilize relationships with external groups in a way that supports the educational priorities of the school. Developing commitments for time-limited career exploration and professional development activities and building more extensive involvement from such interactions is one effective strategy promoted by the STW Alliance.

Partnership building is not an isolated effort, nor is it an end in and of itself. It must be closely linked to the instructional goals of the school and the system. To help build this kind of effective partnership the STW Alliance offers products and services in a number of areas.

    The Vocational Schools Guides

    In August 1998, the Federal Trade Commission voted to update its Vocational Schools Guides, renamed the Guides for Private Vocational and Distance Education Schools . The Guides, first adopted in 1972, address claims that might be made by proprietary businesses offering vocational training courses, either on the school’s premises or through correspondence or another long-distance method, and how such businesses can avoid unfair or deceptive ads and promotional practices when recruiting and enrolling students. With the 1998 revisions, the FTC added a provision to the Guides to address misrepresentations about the availability of employment after a student completes training or the success of a school in placing its graduates in jobs. In addition, the Guides have been streamlined and re-written so they are more easily understood. The Guides state that: “It is deceptive for an industry member ... to misrepresent ... through the use of text, images, endorsements, or by other means, the availability of employment after graduation from a course of training, the success that the member’s graduates have realized in obtaining such employment, or the salary that the member’s graduates will receive in such employment.”

    Capital Region teachers attending a workshop on our services get a glimpse of the automated line that processes thousands of cassette books each day. TBBL now has almost 40,000 patrons throughout the 55 upstate NY counties. The teacher workshop was sponsored by the Greater Capital Region Teacher Center. Schools in upstate New York may register to borrow books in braille, books on tape and cassette players if they have eligible students enrolled. This includes students who are reading or learning disabled as well as those with visual or other physical disabilities. Schools may borrow library books on tape and cassette players for use in the school building. Each school building in a school district must register separately. Books which may be borrowed include fiction and nonfiction, required school reading (excluding textbooks), and recreational reading. The Talking Book and Braille Library does not have textbooks, but we can provide some information about other sources for textbooks on tape Schools may contact the Library for a special educator's registration and information packet, which includes an application for school service, student certification forms

    Things to consider before you enroll in a private vocational school:
    Is the school promising you a job when you graduate?
    It is against the law for private vocational schools to use any business name, logo or insignia that is designed to be deceptive and mislead potential students about affiliations the school might have. Did you answer an employment agency ad for a job and found you were really calling a school?
    Is a course necessary to get a job?
    Check the newspaper to see who is offering the jobs you want. Call the human resources departments of some of the companies and ask if you really need a course. How are you going to pay for the course?
    Depending on which type of loan you get, you may have to start repaying the loan as soon as you finish school.
    It can take many years to pay back the loan, depending on the cost of the course and how high the interest rate is. Unlike many other types of loans or debts, school loans are very difficult to discharge in bankruptcy.

H eadline in the June 21, 2000 New York Times: Schools Turning [Away] From Teaching the Trades . New York has long operated vocational high schools. Such schools were fairly common when I was young. But, more than that, vocational training was a part of any high school. You could take drafting, home economics, wood shop, maybe even metal shop, typing, print shop, and more. Those courses have waned in regular high schools. They're the province of vocational schools whose students don't expect to go to college. College-bound students no longer expect to hone manual skills. And that has created a crisis in New York. No one doubts the value of vocational high schools. But who's left to teach in them? In the past eight years, attendance in those schools has dropped less than seven percent. During that same time, New York has lost sixty percent of its welding instructors, eighty-three percent of its refrigeration/air conditioning teachers, almost ninety percent of its woodworking instructors, and nobody at all is left to teach machine shop.

    By ASSEMBLYMAN STEVEN SANDERS The educational establishment, the private sector, many politicians and almost all the editorial pages have confused high standards (good) with high-stakes testing (often bad), which will have terrible consequences for many of our high school seniors, especially for recent immigrants and those pursuing vocational careers. I have urged Commissioner Mills and the Board of Regents to revisit the “one-size-fits-all” high-stakes-testing-in-five-subjects rule for English Language Learners and students in vocational programs, and I am fully supportive of two key and related bills: English Language Learners (ELL) One bill, sponsored by Assemblyman Peter Rivera and already approved by the Education Committee, would waive the requirement of passing the English language arts Regents examination for ELLs in order for them to be awarded their high school diploma. This legislation would create a structure for ELLs who fulfill all other requirements for a local high school diploma and who, in addition, pass a Regents competency exam in their native language plus an English proficiency exam, to get their diplomas and move on.
