Burnett for the Director of Media Services position. He will join the University Library on Monday, November 5th. Henry comes to us from the California Community College system. Most recently he has been working in an Inter-Jurisdictional Exchange program at the CCC Chancellor's office in Sacramento. In this systemwide position, Henry recommended and developed systemwide policy related to the Telecommunications Technology Infrastructure Program. Henry joined the Chancellor's Office after a long tenure as Dean of Learning Resources at American River College, also in Sacramento. The Learning Resources program includes a Learning Resource Center, the Library, Open Learning, and Instructional Media Services. Henry has a Doctor of Education degree from Indiana University, School of Education, Division of Instructional Systems Technology; a Master of Science, from the same school; and a Bachelor of Science degree

Classification of the Centre library
Below are some comments and clarifications of the rules used to classify (and put on shelves) the books of the Middle East Centre's library. They add to the general classification scheme indicated in the categories page.
Geography
The basic units are the modern states. The following directions apply:
General vs. geographic: A, NA, P.
There are three general, non-geographic categories: A , for books not on the Middle East or Africa, NA , for Islam and P , for Arabic language and literature.
  • A is used for books where the topic has no relation to the region, including e.g. Arabic translations of European literature, and general works in human and social science (thus general works on Imperialism, put under A 970
      However, if any identifiable part of the book, thus a chapter or a paper, concerns the region, classification is made on the basis of that part.
    NA is used for works generally on Islamic topics, which are not classifiable to a particular country.
      Used for presentations and discussions of ideas, irrespective of the author's origin.

Nigeria The map opposite shows the blocks available for bidding in Nigeria's "Year 2001 Licensing Round" and gives details of seismic and well data pertinent to the blocks in the license round. The date for the next licensing round has yet to be announced but it is anticipated during the 3rd quarter. It will include concessions in the Onshore Niger Delta, Shallow Continental Shelf, Deep and Ultra Deep Offshore

I. Niger Delta Regional Compilation
The Mabon/Spectrum Niger Delta Regional Compilation is comprised of 7,600 kms of seismic data and 216 wells. All data has been scanned and converted to digital format. The seismic data has also been reprocessed and merged to create Regional Profiles traversing the Delta. Many of the regional profiles transgress blocks in the license round.

UNESCO CELEBRATES THE COMPLETION OF THE GENERAL HISTORY OF AFRICA IN TRIPOLI
The complete edition of the General History of Africa - eight volumes of 800 to 1,000 pages each - is now available in three languages (Arabic, English and French). Parts have already been published in Spanish (five volumes of the complete edition), as well as four volumes in Portuguese, Chinese (also four), three in Japanese, two in Italian, Hawsa, Peulh, Korean (two volumes of the abridged version) and Kiswahili (one volume).
During the meeting which will end this evening with a ceremony in the presence of the Libyan head of state, Colonel Moammar Gadhafi, and UNESCO Director-General Federico Mayor, the President of the Committee, A. Adu Boahen (Ghana), took stock of the publication and considered its potentials.
"Despite the long delays, limited distribution and popularity, there is no doubt that from the scientific and academic viewpoints, the General History of Africa has been a phenomenal success and has had an extraordinary impact on higher education," declared A. Abu Boahen who added: "Although it is a scholarly work, it is also, in large measure, a faithful reflection of the way in which African authors view their own civilisation. While prepared in an international framework and drawing to the full on the present stock of scientific knowledge, it should also be a vitally important element in the recognition of the African heritage and should bring out the factors making for unity in the continent."

History and Government
History: Evidence of human settlement in the region now known as Niger goes back 6000 years, when what was then a highly fertile area supported a well-developed civilisation. In the thousand years up to the 19th century, power in the region was based on control of the great trans-Saharan trade routes. The Hausa Kingdom dominated the central area from the 13th century. This power decreased from the 18th century onwards as European traders used sea routes to make contact with West Africa. Colonised by the French in the 19th century, Niger was part of French West Africa until 1958. It achieved independence in 1960, and Hamani Diori was elected head of state. Diori was re-elected in 1965 and 1970, and his government seemed stable until severe drought from 1968 onwards brought about widespread civil unrest.
In April 1974 there was a military coup under Lieutenant Colonel (later Major General) Seyni Kountché, followed by a series of further coup attempts when Kountché attempted to civilianise the Government. By 1983, however, the legislative Council of Ministers was entirely composed of civilians, under Prime Minister Oumarou Maname. Kountché died in 1987, to be replaced by his staunch ally Ali Seibou who consolidated his position during the late 1980s. Seibou began his tenure by trying to diversify Niger's economy away from its excessive dependence on uranium. On a political level, he was responsible for the creation of a new ruling party, the

Brief history of IPGRI in sub-Saharan Africa
The first IPGRI (then IBPGR-International Board for Plant Genetic Resources) office was established in West Africa in Ouagadougou, Burkina Faso in 1981. It was later moved to Niamey, Niger in l987 and given responsibility for West and Central Africa, with a single scientist. The Nairobi office was established in 1982 with, at that time, responsibility for Eastern and Southern Africa. One scientist also originally ran it. At this time IPGRI (IBPGR) was a field programme of the FAO and the initial emphasis of the work in sub-Saharan Africa was assistance to national programme in procurement and development of conservation facilities; collection of germplasm through both local and international missions and training of national programme staff in plant genetic resources conservation and use mainly at the University of Birmingham through fellowships provided by UNEP and FAO . Because of the urgent need to rescue germplasm from a multiplicity of threats IBPGR (IPGRI) located one collector in the LAC region and was based at IRAZ in Burundi while another collector was based in Harare Zimbabwe to facilitate germplasm collection in the Southern Africa region. After an internal re-organisation and the establishment of IPGRI as an independent CGIAR institute, the sub-Saharan Africa Group was established, with a main office in Nairobi. The office had four staff members (2 IRS and 2 LRS) and a sub-office for West and Central Africa in Niamey with two staff members (1 IRS and 1 LRS, the latter on a special project). This latter office was relocated to Cotonou, Benin in June 1996.

History Not until 1993, 35 years after independence from France, did Niger hold its first free and open elections. A 1995 peace accord ended a five-year Tuareg insurgency in the north. Coups in 1996 and 1999 were followed by the creation of a National Reconciliation Council that effected a transition to civilian rule by December 1999. UNAIDS Epidemiological Fact Sheets [English] [French] Global Surveillance of HIV/AIDS and sexually transmitted infections (STIs) is a joint effort of WHO and UNAIDS. The UNAIDS/WHO Working Group on Global HIV/AIDS and STI Surveillance, initiated in November 1996, guides respective activities. The primary objective of the working group is to strengthen national, regional and global structures and networks for improved monitoring and surveillance of HIV/AIDS and STIs. For this purpose, the working group collaborates closely with national AIDS programmes and a number of national and international experts and institutions. The goal of this collaboration is to compile the best information available and to improve the quality of data needed for informed decision-making and planning at national, regional and global levels. The Epidemiological Fact Sheets are one of the products of this close and fruitful collaboration across the globe.

Introduction
The devastating armed conflict in Liberia had a strong influence on the surrounding region in 1994 and remained inextricably linked to the generalized violence and insecurity that prevailed in neighbouring Sierra Leone. The tribal make-up of the region, the shared supply routes through dense rain forests, a multitude of shifting political allegiances, a common economy based on precious stones and minerals, and an intricate mafia-style web of cross-border trade were the principal factors linking the whole region, especially the area from eastern Sierra Leone through the forest region of Guinea and into Liberia.
The tragic result of this volatile situation was that the entire region was submerged in an atmosphere of extreme violence and terror. In the Sierra Leone/Guinea/Liberia triangle the civilian population lived in a permanent state of fear, the authorities held no sway whatsoever and international humanitarian organizations were unable to work. In August 1993 two ICRC nurses were brutally executed in south-eastern Sierra Leone. From that point on, and through the whole of 1994, relief activities remained suspended, as the danger of entering territory where no authority was apparently in control and where foreigners were seen as a threat was too great. This situation placed the ICRC in a dilemma, as there were hundreds of thousands of civilians in the area in dire need of protection and assistance.
