[Print Friendly Version] International Narcotics and Law Enforcement: FY 2002 Budget Justification Report Home Page Released by the Bureau for International Narcotics and Law Enforcement Affairs May 2001 Africa Regional Anticrime Program Budget Summary ($000) FY 2000 Actual FY 2001 Estimated FY 2002 Request Objectives Encourage countries to adopt and implement strong narcotics control legislation, improve the efficiency and effectiveness of criminal justice institutions to bring drug offenders to account, and develop bilateral and multilateral mutual legal assistance cooperation; Strengthen host nation counternarcotics law enforcement capabilities to deal with drug trafficking, money laundering, and other crimes; Help nations and regional organizations develop institutions capable of combating the potentially destabilizing corruption and lawlessness that accompany large sums of narcotics dollars; and Develop governmental and NGO capabilities to address drug abuse and prevention. Justification As recently as 1985, African criminal organizations were inconsequential in the international drug trade. Now they are major players, moving a substantial amount of the world’s heroin and cocaine. Neither growers nor street-level retailers, the African criminal groups are the middlemen of the drug trade. Africa, with its porous borders and poorly paid civil servants, is an important transit region for heroin bound for the United States and Europe, and cocaine bound for Europe. Major African cities are increasingly the destination for drug shipments as well as being transshipment hubs.

(DAHW) History GLRA/DAHW was founded in 1957 as an association supporting the work of a doctor caring for leprosy patients in Ethiopia. Since then, GLRA/DAHW extended its support to many other projects, now numbering well over 300 in 46 countries. DAHW employs 60 full and part-time workers in the central headquarters in Wuerzburg, and in its Muenster, Berlin and Magdeburg regional branches, which are mainly for public relations and fundraising activities. GLRA/DAHW also has 13 overseas representatives' offices and is a founding member of ILEP, the International Federation of Anti-Leprosy Associations. Achievements Since its foundation in 1957, GLRA/DAHW has provided 440 million EURO for leprosy and tuberculosis projects and programmes. This amount includes German Government and EU grants of nearly 15 million EURO. Since 1985, 1.1 million leprosy patients, and since 1990, 1.55 million TB patients have been treated with GLRA/DAHW support.

The end of the colonial era came to Africa (and especially West Africa) later than it did to other regions, but still the problems that lay ahead for newly independent nations were often lost in the haze of optimism. With the yoke of colonialism removed and economic and political power returned to the colonies' indigenous peoples, quality of life was expected to quickly and dramatically improve. Nigeria, with its tremendous population and abundant resources, especially had reason to look forward to success as the undisputed regional power of West Africa. One of the new nation's first serious stumbling blocks was the 1962 census. Independent Nigeria needed a complete and accurate count of its people, so that electoral seats and federal monies could be apportioned fairly. Unfortunately, the results of the census turned out to be problematic for some. Dr. Nnamde Azikiwe, the leader of the National Council of Nigeria and the Cameroons (NCNC), a political party derived almost all its support from the Ibo of the Southeast region, charged that the census figures had been skewed by Northerners in an attempt to grab a greater share of the federal budget. His party tried to persuade the courts to annul the census results, but it failed.
