Salutations. C'est un grand honneur pour nous, qui représentons l'île de Niue, de participer à ce "Symposium sur la protection juridique des expressions des cultures autochtones océaniennes". Pour commencer , je voudrais vous présenter quelques aspects de notre pays. Réputé pour être le plus grand atoll corallien du monde, Niue est aussi baptisé le "rocher de la Polynésie". C'est une île tropicale, chaude dans la journée, avec une agréable chute de température la nuit. Elle a deux saisons : la saison sèche d'avril à novembre et la saison humide, de décembre à mars. Sur une superficie de 269 kilomètres carrés, elle compte treize villages disséminés le long d'une route circulaire de 67 kilomètres. Nous n'avons ni fleuves, ni rivières ni montagnes. Nos plus proches voisins sont les Tonga, les Samoa américaines et les Îles Cook. Une nouvelle zone de conservation a été créée récemment afin de protéger et préserver la "forêt tropicale humide et la faune et la flore naturelles" de l'île.

‘Ai Mavehe’ Niue December 2001 Niue is a tiny Polynesian island nation in the heart of the Pacific Ocean. When you think of Niue you think remote. It’s out there by itself without neighbors for hundreds of miles. Niue is its own sovereign country that owns a unique language and culture. Its autonomy, however, is a bit artificial with substantial subsidies from New Zealand. Niueans enjoy a dual citizenship and can hold a New Zealand passport upon request. Unfortunately, when direct flights to Auckland were initiated there was a mass exodus of Islanders seeking money and opportunity. There are estimated to be 17,000 Niueans now living in New Zealand, while only 1,800 people actually reside in Niue. Of those, only 1,500 are actually Niueans. The others include Tongans, Vanuatuans, Cook Islander Maoris, Kiwis, Australians, Europeans, and Americans (only three of these). While it is sad that so few people remain in such a beautiful and interesting place, those people who are left have a reason to be there.

Background
Niue is a large, raised coral island lying approximately equidistant between Samoa in the north, Tonga in the west and Rarotonga in the east. Culturally, Niue is part of West Polynesia; the people speak a language which is related to that of Tonga, and oral traditions record prehistoric interaction with Tongan peoples. However, it seems apparent that Niue does not share some of the main features of West Polynesian cultural history. The main islands of Fiji and West Polynesia (Samoa and Tonga) were settled as part of the Lapita colonisation of the south-west Pacific. About 4000 years ago these Austronesian, pottery making peoples developed a sailing and navigation technology which allowed them to move away from the large continental islands of Melanesia and venture into the remote reaches of Oceania. Slightly before 3000 years ago, after colonising all the major archipelagos from New Guinea to New Caledonia, the Lapita people moved into Fiji and West Polynesia. In West Polynesia, the eastward expansion appears to have ceased and the earliest confirmed dates from cultural layers east of Samoa date at least 1500 years later than the first arrival of Lapita in Fiji. This apparent pause in the Fiji-West Polynesia region has long puzzled archaeologists. Did Lapita simply run out of steam, or did they encounter some cultural or technological impediment to further voyaging?
