Phillip Wiegand
Phillip Wiegand is a professional trader, who has been an avid stock and options trader for more than seven years. Governance
North Carolina has an unusual governance structure, combining segmental governance with local boards and statewide planning. The University of North Carolina Board of Governors is the statewide governing board for all the public four-year institutions, and it also has statutory responsibility for statewide planning, policy work, and data collection for all higher education, including the public community colleges and private four-year institutions. Each of the four-year public campuses also has a local governing board. The State Board of Community Colleges is the governing board for the 58 public community colleges. Among the community colleges, some are designated as public junior colleges and others as industrial education centers, which focus on technical and vocational education. All the junior colleges have associate degree, diploma, certificate, and transition programs. In fall 2000, these programs enrolled 170,204 students; of these, 38,369 were in associate degree programs (A.A., A.S., A.F.A.). As described below, the associate degree programs are articulated with the four-year institutions and are considered the 2/4 transfer curriculum within the community colleges, although students enrolled in other programs may also be eligible to transfer to four-year institutions. Introduction
Computer Science department at the University of North Carolina has been a participant in Mentor Graphics' Higher Education Program (HEP) since 1994. The HEP is designed to facilitate the use of Mentor Graphics tools by Undergraduate and Graduate students in engineering courses and in academic research.

Research Projects Using Mentor Graphics Software
Our primary use of the Mentor Graphics Software is in support of research. Board Station has become our primary PCB layout tool. Some projects are using an all-Mentor design flow at the board level, using Design Architect for schematic entry. Other projects are using 3rd-party tools for design entry and simulation.
The Tracker Research Project
The Tracker Project (head and hand tracking for virtual environments) is currently designing a new miniturized optical tracking unit. Flexible circuit boards for the "highball" tracker will be designed with BoardStation.
The Fast Links Project
The Fast Links project is studying problems in high-speed signalling between CMOS integrated circuits. Design Architect and BoardStation were recently used to develop a test board for our first 4 Gb/s test chip. Planning is currently under way for a generalized version of the test board that can be used with simple adaptor boards for our next several test chips.

The HEM staff has been considering pulling these listings. The main reason is that as homeschooling becomes more widely accepted, and as states are scrambling to reform their education system, the situation becomes more complex. This makes overviews, listings and rankings less valid. We have, however, decided to keep these listings in place because they carry, at a minimum, a link to your state government. Additionally we hope reading cited code and at least one homeschooler's interpretation will help start to demystify legislation and encourage you to investigate further. When talking to new homeschoolers we often hear concerns about the law. Is homeschooling legal? Who do I have to notify? What do I have to teach? While the legalities are a concern that should not be ignored, neither should our response be automatic and not thought out carefully.
There is no single source, no one true homeschooling authority. We all own the responsibility to think through laws and regulations on homeschooling. Of course you'll find those who disagree - an entire industry has grown up around the fact that there are differences of opinion on homeschooling's legal matters. What we offer here are overviews of laws and regulations compiled by knowledgeable homeschoolers. These files are not legal advice nor the final word on the subject. They are simply a starting point. To maintain our freedom to homeschool we will each need to go far beyond any convenient compilation or synopsis. We need to continue to do our own learning, lead our own research, and decide on our own actions.
