UNC-CH News Services CHAPEL HILL Hispanics increasingly are settling in North Carolina's urban crescent, the string of cities bordering Interstate 85 from the Research Triangle west to the Triad and southwest to Charlotte, according to a new University of North Carolina at Chapel Hill study. No longer are people of Spanish and Indian ancestry concentrating exclusively near state military bases in the coastal plain and in rural regions as migrant agricultural workers. The study, titled "North Carolina Communities in Transition," showed most Hispanics are of Mexican descent, and about 60 percent already are U.S. citizens. Most Puerto Ricans, who are all U.S. citizens and the state's second largest Hispanic group, live in Onslow and Cumberland counties near the military bases. UNC-CH geography graduate student Karen Johnson-Webb, who led the research for her doctoral dissertation in geography, presented the results Saturday (April 5) in Ft. Worth at the Association of American Geographers' annual meeting. Dr. James A. Johnson Jr., professor of geography at UNC-CH, was co-author of the report. "We did this study because we saw increasing numbers of Hispanics on construction sites, in fast food restaurants and in grocery stores and thought it would be a good idea to systematically analyze the changing faces of our community and state," said Johnson-Webb.

ICMA Shares Performance Data T he International City/County Management Association (ICMA) Center for Performance Measurement provides a way for local governments to share information on a range of programs, benchmark their performance to comparable jurisdictions and improve services. The center, which is based in Washington, D.C., builds on work begun in 1994 by the Comparative Performance Measurement Consortiuma group of 44 cities and counties whose managers wanted accurate and comparable data about the quality and efficiency of services. The ICMA coordinated the work and then narrowed the services to be measured, identified desired outcomes, defined indicators and collected data. Today, the center administers and refines the Comparative Performance Measurement Program, which has expanded to more than 120 communities, including 10 in Texas. The program, available to communities of all sizes, may be most helpful to those providing the typical array of local government services such as police, fire, roads and solid waste collection.

Stumm , University of North Florida ABSTRACT: An increasingly constrained fiscal environment and unrelenting citizen demands for services have cities searching for new ways to provide many needed services. Municipal enterprises require special consideration because they provide many advantages for cities. However, because they are separate municipal funds, an understanding of commonly used fund transfer mechanisms, such as payments in lieu of taxes or services in kind, is essential to making valid service provision comparisons. This study uses examples from a recent national survey of cities to explain and illustrate various means used by municipal enterprises to transfer revenue to, and from, other municipal funds. It also provides examples of how accurately accounting for the resultant revenue can significantly alter the results of the comparison process for five commonly used utility enterprises. PLATT , a geographer and lawyer, is a professor in the Department of Geosciences and the Center for Public Policy and Administration at the University of Massachusetts, Amherst. His writing, teaching, and research have focused on diverse issues in urban land use and water resource management, natural hazards, and urban ecology.
Since 1999, Dr. Platt has been developing the Ecological Cities Project (ECP), a national program of research and outreach on urban greenspaces, urban watersheds, and urban habitat issues based at UMass Amherst. In June 2002, the ECP organized a national conference in New York City: The Humane Metropolis: People and Nature in the 21st Century. An edited book with the same title based on presentations at the conference is now in preparation.
The ECP is currently conducting a study of comparative regional experience in urban watershed management under a two-year grant from the National Science Foundation. Other support for the ECP has been provided by the Lincoln Institute of Land Policy, the Wyomissing Foundation, Mr. Laurance S. Rockefeller, the U. S. Forest Service, and the National Park Service.

Seminar Description:
The aim of this seminar is to understand how human mobility (migration) has transformed the Americas, especially Latin America. Since the Columbian Exchange, colonists, immigrants and slaves were the instruments of change that transformed indigenous society into the modern nations of Latin America. The readings in this seminar will draw principally from the research of geographers but will also include insights from demographers, anthropologists, sociologists, historians and novelists. We will be interested in studying both the demographic shifts that have occurred and the theories that help explain them. Some of themes to be developed include: the Columbian Exchange, Rural-to-Urban Migration, Mega-cities, Displaced and Refugee Populations, Transnational Migration, Remittances, and Latinos in the United States. FROM SEA TO SHINING SEA Geography and regional characteristics
high temperatures on a given day in the United States to reach 70 degrees Fahrenheit (about 40 degrees Celsius). The United States owes much of its national character and its wealth to its good fortune in having such a large and varied landmass to inhabit and cultivate. Yet the country still exhibits marks of regional identity, and one way Americans cope with the size of their country is to think of themselves as linked geographically by certain traits, such as New England self-reliance, southern hospitality, midwestern wholesomeness, western mellowness. This chapter examines American geography, history, and customs through the filters of six main regions:
  • New England , made up of Maine, New Hampshire, Vermont, Massachusetts, Connecticut, and Rhode Island.
  • The Middle Atlantic , comprising New York, New Jersey, Pennsylvania, Delaware, and Maryland.
  • The South , which runs from Virginia south to Florida and west as far as central Texas. This region also includes West Virginia, Kentucky, Tennessee, North Carolina, South Carolina, Georgia, Alabama, Mississippi, Arkansas, Louisiana, and parts of Missouri and Oklahoma.
  • The Midwest , a broad collection of states sweeping westward from Ohio to Nebraska and including Michigan, Indiana, Wisconsin, Illinois, Minnesota, Iowa, parts of Missouri, North Dakota, South Dakota, Kansas, and eastern Colorado.

A GIS allows digital information, such as the data transmitted from weather satellites, to be displayed in spatial representations such as maps. The digital data is linked through fields in a database that is geo-referenced, or has a specific location or address that connects that information to locations in the display or map. Why Integrate GIS?
Geography is everywhere, and so is GIS. From satellites to sea bottom, any location on or off the planet can be located digitally in a spatial repre-entation. GIS is everywhere in local, regional, national, and international planning; from emergency services to utilities, transportation and distribution networks to communications satellites and global positioning systems (GPS). GIS is used to coordinate with census information, crime and health statistics, zip code marketing, and real estate brokerages. GIS has become ubiquitous. GIS is an adult tool that can be used by students in project- or problem-based learning activities. Using Arc-View, a scaled-down version of a GIS, students can work on authentic problems challenging their local communities.
