Institute of Human Services (IHS) For more than two decades, the Institute for Human Services (IHS) has been a leader in the transformation of child welfare training. One of the primary trademarks of IHS includes their comprehensive, system-wide approach to promote best practice throughout the child welfare workforce. IHS organized and administers the Training Resource, Advocacy, and Information Network (TRAINet), which promotes interagency, interstate, and international collaboration of child welfare training professionals. Recently IHS, in partnership with the Child Welfare League of America, published the Field Guide to Child Welfare, a four-volume resource textbook, which was designed to strengthen the integration of pre-service and in-service training and education for child welfare professionals.
