Conclusion North Carolina has had three Constitutions in her history as a State: the Constitution of 1776, the Constitution of 1868, and the Constitution of 1971.
Constitution of 1776
Drafted and promulgated by the Fifth Provincial Congress in December, 1776, without submission to the people, the Constitution of 1776 and its separate but accompanying Declaration of Rights sketched the main outlines of the new state government and secured the rights of the citizen from governmental interference. While the principle of separation of powers was explicitly affirmed and the familiar three branches of government were provided for, the true center of power lay in the General Assembly. That body not only exercised full legislative power; it also chose all the state executive and judicial officers, the former for short terms and the judges for life.

WHO WE ARE
T he Center on Law, Ethics and National Security was founded at Duke University's School of Law on September 1st, 1993, by Robinson O. Everett, a professor of law at Duke and a former Chief Judge of the United States Court of Appeals for the Armed Forces. As an integral part of the Law School, the Center encourages and sponsors teaching, research and publications concerning national security law topics, and also conducts conferences and seminars in the national security field. Additionally, as the Center's name implies, it also seeks to provide a legal focus on national security issues from an ethical perspective. The Center on Law, Ethics and National Security is privately funded, drawing its financial support from foundation grants and other donations. OUR COMMITMENT TO TEACHING
The wide range of topics and issues which fall under the rubric of national security law continues to expand in virtually geometric proportions, and events that capture daily headlines or become the lead stories on the nightly news continue to have a dramatic effect upon national security decision-making.
We have witnessed the same intensity of growth in the teaching of national security law. In 1984, there were but seven law schools in the country that offered a course in national security law, but there are now almost 100 schools that provide such an offering.

The North Carolina State College of Veterinary Medicine was established in 1978, admitted its first class of DVM students in August 1981, dedicated its main facility in April 1983, and graduated its first class of veterinarians in May 1985. With more than 285 DVM students and 150 students pursuing other forms of advanced academic training, the College provides on-site continuing education and outreach programs for more than 4,000 clients annually. The faculty routinely participate in continuing education and outreach programs throughout North Carolina, across North America and around the world. The College of Veterinary Medicine was recently ranked as one of the top four colleges of veterinary medicine in the nation. The House Officer specialty training program and research funding rank among the top 5 schools, and its faculty student ratio is near the top.

April 15, 1999 A BILL TO BE ENTITLED AN ACT TO CAP THE STUDENT CAPACITY OF SCHOOLS CONSTRUCTED AFTER JANUARY 1, 2000. The General Assembly of North Carolina enacts: Section 1. Chapter 115C of the General Statutes is amended by adding a new section to read: " ยง 115C-520.1. Student capacity of new schools limited. New public schools designed after January 1, 2000, shall be subject to the following maximum student capacities: Schools that serve all or part of kindergarten through fifth grade 300 students; Schools that serve all or part of grades six through 8 500 students; and Schools that serve all or part of grades nine through 12 700 students. The maximum student capacity of a school that serves grades in more than one of these categories shall be computed according to the percentage of students in each category it serves. " Section 2. This act is effective when it becomes law and applies to the new public schools on which design is begun after January 1, 2000.

Boston College Conference Oct 2002: "How to Keep High-stakes Testing from Making People Mentally Ill." HERE WE GO AGAIN!!! NOSEDIVE!! "In 2002, 46.8 percent of fourth graders scored at grade level or above as compared to 68.8 percent in 2001 and 57.6 percent in 2000. A total of 62.9 percent of seventh graders scored at 2.5 or better. This compares to 73.3 percent in 2001 and 71.9 percent in 2000.
Questions for the DPI, the State Board of Education, Phil Kirk, Mike Ward, Governor Easley, and members of the General Assembly: (1) What follow-up has there been from the audit panel report issued last December? (2) Were any lessons really learned from last year's math test fiasco? (3) How much longer will NC's children be guinea pigs in the DPI's ill-run testing lab? And most importantly...... (4) Given last year's and this year's massive failures, how can North Carolina parents, teachers, administrators, and students have any faith in any of DPI's tests? It appears that the ONLY gauge of quality of the tests are "reasonable" pass/fail rates. In Lou Fabrizio's words of last spring, we can assume that the "right" numbers are 85% pass, 15% fail. How can we ensure that "no child is left behind" and that no child is unfairly categorized as being "behind" with such shoddy instruments? If the testocrat agenda is to rule the day, when, at the very least, will they use legitimate tests?

Two Student-Athletes Named to GTE Regional Academic All-America Team Theodore Edward Brisson, Michael Bucy now eligible for national honors. March 29, 1999 CHAPEL HILL, N.C. - Two student-athletes from the University of North Carolina were named Monday to the 1998-99 GTE Academic All-District III Men's University Division Fall/Winter At-Large Team. Both student-athletes are now eligible to be named first-team national academic All-Americas by GTE. Theodore Edward Brisson, a senior from Goldsboro, N.C., and Michael Bucy, a sophomore from Raleigh, N.C. were among the 10 student-athletes named to the District Academic All-America Team. Brisson, a member of the UNC men's swimming team, boasts a 3.81 cumulative grade point average at UNC while majoring in chemistry. Bucy, who plays on the Tar Heel men's soccer team, majors in business administration at Carolina and has a perfect 4.0 grade point average. District III and the University Division consists of all student-athletes who compete for NCAA Divisiofn I schools in the state of Florida, Georgia, North Carolina, South Carolina and Virginia. Athletes who were eligible for the team included anyone playing a men's fall or winter sport with the exceptions of football and men's basketball, which have their own All-America Teams. College sports information directors from district schools nominated the student-athletes and vote on the District Teams. All nominees must be a sophomore in academic and athletic standing and carry a cumulative GPA of 3.2 or higher.
