June 4, 2002 "Things have gotten so desperate in the last 20 years ... they've slowly come to the– realization that the only realistic way to bring the language back is bring in help," said the director of the Lakota Language Consortium and an Indiana University graduate student. "There is just no way that ‘ Lakota students who live in isolated conditions on a– reservation can relate to that," Parks told The Herald-Times for a story published Friday. Parks insists the program will not try to replace English with ‘ Lakota "You can assimilate perfectly fine and still be bilingual," he said. "The more languages– you know, the further ahead you are in understanding and appreciating your own language." For linguists, the preservation of ‘ Lakota as a living language is akin to saving an– endangered species.

Project directors for the grants from the National Endowment to the Humanities are Devils Lake educators Sam Johnson and Teresa Tande. The first project, "Native Voices: A Study of Native American Life and Literature," received $25,000 to create a study group of 15 middle school, high school and college teachers of humanities, language arts and social studies. Johnson said the Native Voices Study Group would spend a year studying important literature written by or about Native Americans to gain understanding of Native life and culture and to explore ways to teach the
material.

The bloody rout of 1890 gave tragic evidence that the old ways were gone; in their place came the challenge to Indians to adapt or vanish. The siege of 1973 had proved, at least, that they had done neither. In fact, the Indian population had more than tripled since 1890, when it stood at 250,000. And Indians seemed less inclined than ever to turn away from their ancient sense of tribal belonging. Their journey through history has not yet ended. They strive to prolong it, and to discover its meaning. ~ Vine Deloria, Jr., 1974 A Brief History of Assimilation and the Struggle for Recuperation The history of European and American relations with the Native people they found on this continent is complex and multi-faceted. Certainly there were periods of friendly relations, sharing of land, goods, and lives, sometimes for periods of up to a hundred years in a given region. But in virtually every case, we (Americans) ultimately let greed and a sense of superiority dominate. Libraries and archives are replete with accounts of the brutality, humiliation, unfairness, racism, and countless crimes small and large suffered by Native peoples everywhere in this country at the hands of European and American people and governments. The well-documented programs of genocide and assimilation perpetrated by our government were both random and systematic. Perhaps the most thorough such attempt at assimilation to eliminate Native American culture came in the form of boarding schools, seemingly helpful from some perspectives, but overtly and insidiously harmful to individuals, families, and communities. Anthropologist James Cleland summarizes the situation in Michigan:

Painting the North Dakota Landscape: Solitary. Personal. Complex.

"The summer of 2002 was hot. The temperature in my studio was 10-15 degrees hotter than outside. The high temperature gave rise to an opportunity " I loaded up my van and headed out to paint the North Dakota landscape. "Each of my paintings represents a singular experience and has its own story. While painting in what would seem to be isolation, a person on a bike, tractor or just walking by would occasionally stop to chat. Sometimes the wind would suddenly pick up and carry my partially painted canvas through a ditch and into a wheat field. And of course, there were always the mosquitoes. These paintings represent my physical, mental and emotional experiences in the landscape North Dakota. Solitary. Personal. Complex." By John Derby, Ph.D. The 1969 Kennedy Report revealed lack of parental involvement as one of the contributing factors of the failure of schools (U.S. Senate, 1969). Recent studies indicate that lack of parental involvement continues to be a serious problem in the education of American Indian/Alaska Native youth (National Center for Education Statistics, 1997). The percentage of school principals considering the lack of parental involvement a serious problem was: Bureau of Indian Affairs (BIA)/tribal schools
High enrollment public schools (1/4 or more Indian)
Low enrollment public schools (Less than 1/4 Indian) The percentage of school teachers considering the lack of parental involvement and support a serious problem was:

Low enrollment public schools (Less than 1/4 Indian) Two federal programs that require parent committee involvement include the Johnson O'Malley Program (JOM) for BIA/tribal schools and the Title IX Program (Indian Education) for both public and BIA/tribal schools. This provision is extremely important if both BIA and public schools are to achieve stated program goals and objectives. According to Butterfield and Pepper (1992) a distinction can be drawn between parental involvement and parental support. Parental involvement includes parents actually participating in school life in supportive advisory and decision-making roles. Parental support means encouraging children to value education and to achieve. All schools need both parental involvement and support, but parental support has the greatest impact on the achievement, behavior, and attitudes of students. Particularly when children are at a young age, there is plenty of evidence to suggest parents have the most influence on their children.

Lomawaima’s talk and other local community appearances are scheduled in conjunction with the current exhibition at the UO Museum of Natural History, "They Sacrificed for Our Survival: The Indian Boarding School Experience," which continues through Dec. 23. In addition, November is American Indian and Alaskan Native Heritage Month.
