SERVICES NDSBA staff members have many years of experience in school-related work and are available to answer a vast array of questions. Many problems are averted before they materialize because of the timely response to questions. The litigation rate involving school boards in North Dakota is among the nation’s lowest. NDSBA produces numerous publications that are used as reference material for various recurring activities required of school districts. A Handbook for School Board Membe rs is provided to each member district with updates as necessary. The Negotiations Handbook was recently updated and offers helpful information for those involved in the negotiations process. Other publications include a procedures manual for board meetings and a general information booklet for school board members. NDSBA communicates with members through the monthly Bulletin , periodic Presidents’ Alerts , and this Web site, thus keeping members up to date on local and national management issues. NDSBA’s Web site permits members access to the activities and progress of the legislative assembly when in session.

BISMARCK
Hiring bonuses could help North Dakota schools that are having difficulty finding teachers, especially with tougher federal standards on the horizon, a spokeswoman for school boards believes. "The option of raising all teacher salaries enough to mitigate this problem is fiscally improbable, both for the state and local school districts," said Bev Nielson, a spokeswoman for the North Dakota School Boards Association. The committee is considering a bill, introduced by Rep. Lisa Meier, R-Bismarck, that would allow schools to pay hiring bonuses to newly hired instructors if they had not taught in North Dakota the previous year. The money may be given in one payment, or spread over as long as three years. It is not counted as part of a teacher's permanent salary. The measure does not include any bonus limit, or require that an instructor who gets one specialize in a teaching discipline that is in high demand. The full House will vote on the bill later, after the committee finishes its review.

  • Australia's School of the Air, after 50 years of relying on high-frequency radio to support instruction, will soon be adding video technology to their educational repertoire. North Dakota's Attorney General has ruled that school boards can use telephone and videoconferencing to form a quorum at board meetings. The Internet seems to have amplified all forms of communication. On the negative side, it has allowed bullying and harassment to expand easily beyond the walls of the school It's been 50 years since Sir Edmund Hillary's first conquered Mount Everest. Now, Tsering Gyaltsen, the grandson of the only surviving Sherpa to have made that climb, is planning to build the world's highest Internet cafe at base camp.
Technology Marches On For more than 50 years, students in the Australian outback have attended school via high-frequency radio. Students spend up to half an hour on the radio each day. Each of the 140 students also has a personal, 10-minute session with their class teacher once a week. The radio lessons are supplementary to the correspondence work done at home. The School of the Air will soon be adding video technology to their educational repertoire. Since the early 1990s, various communications technologies have been added to the school program, starting with upgraded telephone systems that allowed more frequent and more satisfactory contact and follow up with students and families. More recently, access to data links via phone lines has enabled the school to come online. Desktop computers are provided to families from year 4 and the school acts as its own ISP. In April, students will be able to see their teachers, engaging in live lessons that can be accesses later as students need.
