U.S. House Passes Medical Liability Reform, Again; AMA-Backed Patient Safety Bill Also Passes On March 13, the U.S. House passed the AMA-backed HEALTH Act, HR 5, by a vote of 229 to 196. Introduced in February by Rep. Jim Greenwood (R-Pa.), the HEALTH Act safeguards patients' access to care through the following reforms: 1) allowing injured patients to recover unlimited economic damages; 2) limiting attorneys' contingent fees on a sliding scale; 3) capping non-economic damages at $250,000; and 4) allocating damages by holding defendants liable only for their portion of responsibility.

2002 May Mobilization seat belt survey shows encouraging results

From DBDB Campaign Newsletter Printer-friendly version bookmark this page North Dakota residents will buckle up when traveling if they are educated about the importance of seat belt use, and are motivated by possible law enforcement action. That is the result of the 2002 May Mobilization Seat Belt Education and Enforcement Blitz. Local law enforcement agencies around the state teamed up with the North Dakota Highway Patrol, North Dakota Department of Transportation (NDDOT), and National Highway Traffic Safety Administration (NHTSA) to educate drivers of the importance of wearing seat belts, then to strongly enforce the state's existing seat belt laws. Law enforcement agencies worked 2,765 overtime hours during the two-week mobilization period, issuing 1,730 seat belt and child restraint citations statewide. "I commend law enforcement, state agencies, and the communities involved with this project," said Governor John Hoeven. "It is encouraging to see efforts like the May Mobilization that help to increase safety on our state highways."

McREL Mid-continent Eisenhower Regional Consortium for Mathematics and Science
(McREL ERC) was established in 1992 by the National Eisenhower Program for Mathematics and Science Education as one of ten regional consortia across the United States. McREL ERC serves the states of Colorado, Kansas, Missouri, Nebraska, North Dakota, South Dakota, and Wyoming.
Staff members of McREL ERC excel in aligning curriculum and assessment with standards, improving learning and instruction, and facilitating strategic planning. They provide technical assistance professional development , and information services to national, regional, state and local education agencies, organizations, and associations in both the public and private sectors. The mission of McREL ERC is to promote and support systemic reform in mathematics and science education in its seven-state region. To facilitate change, McREL ERC collaborates with state departments of education, post-secondary institutions, National Science Foundation-funded initiatives, school districts, and other state and federal agencies. McREL ERC is guided by a 35 member Advisory Committee representing various client groups from its seven-state region.

The North Dakota Council of Educational Leaders is the state professional association devoted exclusively to protecting educational leaders' interests and making their interests known in all educational matters in North Dakota. It is composed of nine associations (see State Affiliates ) that include superintendents, secondary principals, elementary principals, county superintendents, special education directors, vocational education directors, school business officials, athletic directors and technical directors. The purpose of the NDCEL is to establish communications among the members of the constituent associations (see State Affiliates ) achieve mutual goals, achieve higher standards, give sound counsel to state and community leaders, and to improve the status of school administrators in North Dakota. The NDCEL provides a wide variety of services to its members. These benefits include professional and personal legal assistance, professional development opportunities, legislative representation, publications, liaison with other state education agencies, consultant-research-information services, and opportunities to network with other school administrators.

What are the Regional Resource Centers?
The six Regional Resource Centers (RRCs) are specifically funded to assist state education agencies in the systemic improvement of education programs, practices, and policies that affect children and youth with disabilities. The RRCs help states and U.S. jurisdictions find integrated solutions for systemic reform, offering consultation, information services, technical assistance, training, and product development. The beneficiaries of the RRCs' work are children and youth with disabilities, and the families and professionals associated with them.

NCRTEC representatives also participate in and present at many regional and national technology and education conferences. Teacher of Year Program General Guidelines and Instructions:
The classroom teacher is the backbone of the American educational system. No one person has a greater impact on the education of a child than does the teacher who creates the primary learning and instructional environment. It is the mission of the State and National Teacher of the Year Programs to recognize and honor the contributions of classroom teachers. NDEA, in conjunction with the Council of Chief State School Officers and Scholastic, Inc. is a sponsor of the State and National Teacher of the Year Programs. The program is the oldest and most prestigious honors program to focus public attention on excellence in teaching. Nomination:
Nominations for North Dakota Teacher of the Year must come from a teacher, school administrator, school district trustee, local education association, student or parent. Individual North Dakota schools may nominate a candidate, which means systems with more than one school may nominate more than one candidate. Administrators, county superintendents or their designees, and local association presidents will receive nomination forms in the mail in early March. Nominations are due by the end of April of each year.
