    Action Planning Session
Each state participating in the "Safe Schools Within Safe Communities" regional seminar brought a team, if possible, so that they could take the first step towards developing a violence prevention action plan for their state. While the time available for the development of the plans was brief, states were able to identify some of their key issues, goals, and objectives. The outcomes are summarized in the following section. Action Plan Teams:
    Iowa
    Participants:
David Wright, Iowa Department of Education
Deb Synhorst, Iowa Department of Public Health
Jan Rose, Governor's Alliance on Substance Abuse
Jim Tyson, Iowa Department of Education
Mary Sloan, Northwest Iowa Alcoholism and Drug Treatment Unit
    Issue:
There is a lack of respect for human relationships by both youth and adults.
    Goal:
To increase the skills and commitment for positive human relationships
    Objective:
The representatives of the Prevention and Education Committee will develop an action plan for positive human relations. This committee will then present an action plan to the Governor's appointed Prevention and Education Council. Plans will be implemented in each department for compiling and listing resources, and for developing materials and providing technical assistance, as well as developing measurable outcomes. Each state department will then have an action plan that is a collaborative effort with all other departments.

After the floods of 1993, Extension services in the North Central Region states realized they could do more effective work during a disaster if they were better prepared and could draw on an established network. Thanks to a U.S. Department of Agriculture grant and leadership from the University of Illinois, NCR state representatives formed the Extension Disaster Education Network (EDEN). EDEN's mission is to reduce the impact of natural and man-made disasters through interdisciplinary and multi-state research and education programs that address disaster mitigation, preparation, and recovery. Extension staff have always been involved in emergency work on the local and state levels, but by working across state lines and with other agencies, this expertise is brought together. In addition, by planning ahead, CES can be better prepared to serve people in time of need. The network is now national with 28 states represented and other states in the process of naming representatives. Pat Skinner with Louisiana CES currently serves as EDEN coordinator. State representatives include specialists in engineering, housing, clothing and textiles, safety, finance, child development, public policy, veterinary medicine, communications, psychology, marine science, and other subjects.

The Consortium on Inclusive Schooling Practices represents a collaborative effort to build the capacity of state and local education agencies to serve children and youth with and without disabilities in school and community settings. The focus of the project is on systemic reform rather than changes in special education systems only. On the web site, you can find issue briefs with useful information and references on such topics as, "Including Students with Disabilities in Accountability Systems" and "Statewide Assessments: Who's In and Who's Out." The latter includes a very helpful, detailed description of Kentucky's alternative assessment of portfolios: what is included, how they are scored, and how they are integrated into state accountability measures.

Among many other useful resources, is North Dakota's Monitoring report from the Office of Special Education Programs, including drafts of both the standards and extended standards with alternate assessments for students with disabilities. The site also offers a multitude of resources of agencies which provide both technical assistance as well as disseminate information useful to schools and families.

US State Government Aid The Free Application for Federal Student Aid (FAFSA) is used to apply for most state loan, grant and scholarship programs, in addition to the federal loans and grants. When you submit the FAFSA to the US Department of Education, they forward the information on the form to the state student assistance agency. Each state has a different FAFSA submission deadline. If you submit your FAFSA by March 1, you will be in time for all state deadlines, other than Michigan. If you miss the deadline, you will be ineligible to receive state aid for the entire academic year. Procedures for applying for state prepaid tuition programs and the national guard differ from state to state. The amount of information provided on the state web sites varies from state to states. Some states provide comprehensive information about residency requirements, loan, grant, scholarship and prepaid tuition programs and other state aid programs. Others provide minimal information. We recommend visiting the sites for both your state of residence and for the states of the colleges to which you are applying. A B C D ...
