There are 53 counties in the state of North Dakota. The county auditor of each county is the official primarily responsible for the collection of delinquent taxes and the sale of property for nonpayment of taxes. Purchasers of tax sale certificates receive nine percent interest on their investment provided no other bidder offers to accept the certificates for a lessor percentage. The owner of the property has a minimum of three years in which to redeem and can redeem anytime within 60 days after receiving a notice of the expiration of the right to redeem. About these charts North Dakota experienced only a minor shortfall for the 2003 fiscal year and is now running $15 million ahead of initial projections for the upcoming biennium, with no projected shortfall at all. By contrast, neighboring Minnesota, which gets 43.6 percent of its revenues from an income tax, has a looming shortfall of 14 percent of its general fund. The sales tax rules also contain some practical eccentricities. For example, farm machinery is taxed at a reduced rate. This means that tractors are taxed at different rates, essentially dependent on their color. A green tractor is generally used for agricultural purposes. A yellow one is presumed to be industrial and is therefore taxable at a higher rate. Also, agricultural supplies are exempt. So when consumers buy fences for their property, they have to be asked whether or not they are farmers, because the tax rate will be affected.

    The state has good mechanisms to deal with fiscal downturns, and recently added an Oil Trust fund to help even out the ups and downs of oil prices.
    CAPITAL MANAGEMENT: B
    North Dakota puts a lot of effort into looking ahead. A key component to that vision is the recent establishment of a new position, called the State Facility Planner. The planner lends his expertise to agencies that lack architectural staff and brings long-range perspective to the capital-planning process.
    HUMAN RESOURCES: B
    The positive impact of this is that agencies have long had the flexibility in hiring and making salary decisions that other states are now moving toward. The negative impact is that more centralized data would help work-force planning efforts. At the moment, managers have a hard time distinguishing between an employee who moves from one agency to another and an employee who moves to New Zealand. Decentralization results in some inefficiencies for job applicants as well. A person may have to apply over and over again to be considered for several different jobs in the state. Vacancies are centrally posted on the Internet, however, and a list-server function sends out a notice of new openings to anyone who cares to subscribe. The central personnel office has also started to coordinate job advertising.

    7 Morrill Hall, Fargo, ND 58105-5665 March 18, 1999 Report Highlights Changes in North Dakota's Government Employment Government employment as a percentage of total employment in North Dakota has been declining throughout the decade, down from 19.3 percent in 1990 to 16.4 percent in 1997. But the number of full-time government employees at the state and local levels increased by 4.5 percent during the period. And total government employment showed a 4.4-percent increase from 1990 through 1997, according to the latest Economic Brief from the North Dakota State Data Center at North Dakota State University. "Contributing to the rise in total government employment between 1990 and 1997 was a 4.7-percent increase in state employment and a 5.8-percent increase in local employment," says Richard Rathge, data center director. During 1993 and 1994, local government employment rose by 33.6 percent, from 32,302 to 43,157. This considerable increase was due to a 77-percent increase in part-time local employment. Rathge says full-time local employment saw little change during this period. "The rise in part-time government employment was a temporary situation," Rathge says. "By 1997, the number of part-time government employees was near the 1990 level."

    Most North Dakota hunters have experienced a dramatic decline in the quality of hunting the past few years, largely caused by a dramatic increase in the number of hunters. The bulk of the increased pressure has come from nonresidents, who until now have had easy access to our resources. While North Dakota hunters harbor no ill will towards nonresidents and recognize their value to the economies of rural North Dakota, we also feel that many recent public policy decisions have been made without consideration to the North Dakota residents who have given up business and other personal opportunities elsewhere for the sake of living in North Dakota with its rich outdoors tradition and offerings.
    The 2003 legislative session began January 6th. This page is presented to keep you up to date with important public policy issues affecting North Dakota hunters. Its purpose is to inform you of pending issues and allow you to become involved in the public policy process.

A short history of North Dakota The Non Partisan League (NPL), born in 1915, united progressives, reformers, and radicals behind a platform that called for reforms to return control of North Dakota's government and economy to the people. Taking leadership of the state in 1919, the NPL formed the Bank of North Dakota (BND). Today it is the only state-owned bank in the U.S. The bank was originally formed to create additional competition in the credit industry while providing a local source of capital for state investment and development. At the time the nearest financial centers were based in Minneapolis and St. Paul, and farmers were unable to get long-term financing at reasonable rates. BND was formed to "encourage and promote agriculture, commerce and industry in North Dakota." The bank is governed by the ND Industrial Commission , consisting of the governor, attorney general and the commissioner of agriculture, all elected officials. The commission, in effect, serves as the bank's board of directors; it was formed with three members so voters could more easily monitor and influence bank policy.
